Marinette School Levy May Rise 10 Percent At back to back meetings of the Finance and Buildings and Grlounds committeesTuesday, Sept. 8, Marinette School Board members heard preliminary budget figures prepared by Finance Director Pauline Borgen. The figures show a tentative property tax rate increase of approximately 10 percent, or $1.08 per $1,000 of equalized value, could be needed to finance the 2009-2010 budget. This would equate to a $108 increase for school purposes for the year on a property valued at $100,000.
The Building and Grounds Committee discussed tours of the now closed Menekaunee and Porterfield elementary school buildings and possible future uses for the buildings and their contents, including a request from Robert Gannon, who serves both as a city alderman and a school board member, that they donate it to the city for use as a gymnasium and a small business incubator site. Building and Grounds Committee members, as well as two members of the district’s maintenance staff, expressed satisfaction with the direction of their department since High School Principal Corrie Lambie took on the duties of Maintenance Supervisor.
At the Finance committee meeting Borgen explained budget and tax levy numbers will be affected by several factors, including final student count and equalized value figures, as well as adjustments the board may make in the proposed budget before it goes to public hearing on Monday, Oct. 6.
The full board will hear a presentation from Borgen at their regular meeting on Tuesday, Sept. 15. She told the committee at this point the proposed budget is still a work in progress, but was pleased they added $90,000 to the fund balance from last year, and “came pretty close to balancing expenditures with income.”
The deficit in the budget as proposed comes to $341,911 despite drops in state aid.
“I think we’re done a good job of holding down expenses,” commented Finance Committee Chair Brian Ceranski.
Administrator Timothy Baneck said most districts appear to be budgeting to the maximum amount possible, some showing 20 percent increases. The proposed 10 percent Marinette increase puts them “about in the middle of the pack,” he said.
Borgen said much credit is due to the administrators for doing a good job of putting it all together, particularly in view of the short notice of income and expenditures related to stimulus funds.
Ceranski asked Borgen if she could separately show income and expenses from the stimulus funds, so a future board is not surprised when the grants end two years from now. She said she will do that.
Borgen said staff was very happy about a new position for the 4 year old kindergarten, particularly in view of a 150 student count. The student/teacher ratio is about 1 to 22 now.
The committee approved to recommend to the full board that a certified occupational therapy assistant for two days a week be added to the CESA services list. Student Services Director Cindy Russell Smith said she hated asking for more staff, but feels this would be an excellent use for that portion of stimulus funds. She also said they have an excellent person to fill the position and
The Building and Grounds Committee again awarded a contract for snow plowing at the elementary schools to Parthie Landscaping, which will be recommended to the full board. Ice melt chemicals will also be purchased form Parthie on the basis of their low bid.
