Marinette Schools Achieve State And National Honors

Merryman Among National Winners



Marinette School Board learned at their meeting Tuesday, Sept. 15 that the district, in conjunction with Marinette County Sheriff’s Department and NWTC, helped Marinette County win this year’s “Good Government Award” from Wisconsin Counties Association (WCA). The award, which recognizes the success of the cooperative prisoner education program at Marinette County Jail, was presented on Monday, Sept. 14 at the annual WCA convention in LaCrosse.

Superintendent Tim Baneck said that award was just one of the reasons to celebrate.

Merryman Elementary School has been selected for “Wisconsin School of Promise” recognition by Wisconsin educators, and is one of only eight schools in Wisconsin, public and private, chosen by the United States Department of Education as a “2009 Blue Ribbon School.” Nationwide, only 413 schools, public and private, could be nominated for the prestigious honor, and only 314 of the nominees were selected. Only 243 public schools made the cut. Baneck said the awards had been announced earlier Tuesday by U.S. Secretary of Education Arne Duncan.

To be considered for the Blue Ribbon School award, students, regardless of background, must achieve in the top 10 percent of their state on state or nationally normed tests, or schools with at least 40 percent of their students from disadvantaged backgrounds must demonstrate dramatic improvement of student performance to high levels on state or nationally-normed tests.

Merryman Principal Judy Grace will go to Madison on Oct. 20 to accept the School of Promise award. To qualify, schools must be eligible as a Title school, be in the top quartile of the state poverty rate, have above average student academic performance scores, and have achieved adequate yearly progress for at least two years. The district will receive $2,000 as a recipient of this award. The money is to be used for school related expenses, including the trip to Madison for the award presentation at Monona Terrace.

Cindy Russell Smith, director of pupil services for the District, along with Principal Corrie Lambie went to LaCrosse to receive the Good Government Award. Also on hand were Pat O’Hara of NWTC, Marinette County Jail Administrator Bob Majewski, and Marinette County Board Vice Chair Ted Sauve. Baneck expressed thanks to Smith, Lambie, Joanne Dusso, Dale Elliott and all staff members involved in the cooperative jail program.

However, it was not all good news for the board or for school district taxpayers.

The board set Tuesday, Oct. 6 as the date for the public hearing for an annual budget that could mean a property tax increase of as much as 12.56 percent for some property owners. Finance Director Pauline Borgen said the mill rate will increase 8.75 to 9.83 per cent despite the temporary influx of stimulus money. The mill rate increase, largely due to a $956,000 drop in state aids, came about despite numerous cost saving measures instituted last year. Taxes are up $1.3 million.

Borgen noted all budget figures are somewhat tentative, and cannot be finalized until the state finalizes aid amounts some time after Thursday, Oct. 15.

Baneck commended students and staff for “demonstrating a sharp focus on instruction and learning” during the first weeks of school, even though temperatures and humidity had escalated well beyond normal.

He said the administrative team has worked very hard to organize the itinerary for a Staff Development Day on Tuesday, Oct. 6, with reading literacy the predominant topic.

He reported the technology department had done some major reconstruction work on the district’s computer networks.

Baneck said he attended his fourth City Council meeting Monday evening “to express my desire to work collaboratively with the city and other regional agencies to continue our positive partnership that has resulted in varied programming among the Recreation Department and the school district. Earlier on Tuesday he had met with Council President Shirley Kaufman and exchanged thoughts on the challenging budget process, need for collaboration, “and development of a greater regional vision that can assist with future strategic planning efforts.”

Baneck said they received several parent communications during the last few weeks, one commending the Sept. 11 teachings in Social Studies, and another family expressed appreciation for the district’s handling of the President’s speech on Sept. 8.

“We had some excitement at the Middle School on the Friday before Labor Day Weekend,” Baneck declared. They discovered that the fire alarm was not able to communicate to the fire station, and by law, when there is a public building with that sort of malfunction, someone must be in the building to call the fire station in case the alarm went off. He thanked housekeeper Dave Kluetz, Audrey Saunier and her ABM staff, and particularly Principal Adam DeWitt, who monitored the building for more than 30 hours during the latter part of the weekend.

In closed session before the meeting the board discussed some employment issues and “perameters of a student’s discipline,” Board President Scott VandeHei reported. He said no action was taken.

In regular business at the open meeting, the board accepted the resignation of Patricia Millbach from the housekeeping staff. They approved employment of Michelle Ferm as a Title I teacher, Anthony LaMalfa to teach Middle School Health and Phy Ed and to work as a Middle School 7th grade lunch supervisor; Ruth Kowalski as a Middle School 6th grade lunch supervisor, Jane Sutton Jensen as a part-time early childhood teacher.

Action on recommendations to hire Sue Nygren as a part time special education transition coordinator for the current semester only, at additional compensation of $500 per semester, and Shawn McMahon to work with the Special Ed staff at a base rate of $450 per semester plus $5 for each IEP reviewed was postponed after Finance Committee Chair Brian Ceranski voiced strong objections to a proposed pay plan for a new position of IEP Compliance Coordinator. The board tabled action on both the position and the person recommended to fill it. The proposal had been for

Ceranski first asked if they could postpone action on the two coordinators until more board members were present. Board members Terri Florek, Lee Kuntz and Marjorie Giese were absent. Present in addition to VandeHei and Ceranski were Meg Philipps, John LaCourt, Robert Gannon and Lisa Michiels.

Ceranski did not feel professional educators should be paid on a “piecework” basis.

Baneck said the matter had already been discussed with the staff, and Russell Smith said Tim Barribeau actually recommended proceeding with the proposed pay schedule.

Russell Smith said if Ceranski was really uncomfortable, hiring the IEP coordinator could be put off until next month.

The board then unanimously approved Nygren for this semester only as Special Education Transition coordinator. Pay for the newly created position is to be $500 per semester.

The board approved purchase of two mini vans for the special education program from Riverside Auto for $22,309 each. The vans, which are being paid for with Stimulus money, will assist in programs aimed at training special ed students to become active members of the community, and will save money for the district by being used to transport a few students to work at Goodwill Industries in Marinette who are now taken there by bus.

Baneck reported former employee Kim Kleikamp has been very ill, and former coworkers and people from the community had put on a benefit for her over the weekend, which he said demonstrates “what a kind, caring community this is.”
