County Finance Grapples With Request For Deputy The Marinette County Finance Committee, after long discussion, followed the lead of the Personnel Committee about Sheriff Jim Kanikula’s request for a replacement deputy sheriff position. Action took place at the Finance meeting Monday, Octg. 19.
“The buck stops here”, Vilas Schroeder told his colleagues. He had an analysis of overtime costs prior to and since the sheriff lost two deputies in an economy move, and the numbers were inconclusive.
Kathy Just suggested forwarding the matter to the board without a recommendation. Chair Connie Seefeldt added, “If they approve it, have them let us know where the money is coming from.” At the Personnel meeting, Administrator Steve Corbeille warned that if the request is granted, some other departments may lose a needed position.
Al Greason said, “What we gained from the hospital sale can be used only for tax reduction, but the rest is not so designated.”
“I’m really torn on this. I have felt we needed more deputies,” said Schroeder.
Greason, a retired teacher, recalled when his student numbers went down from 180 to 150, he was far more effective as a teacher, spending not near so much time on discipline. “I read in the papers of what they have to deal with”, he added.
“The pressure on patrols is increasing. Let’s throw it out to the whole board”, Schroeder commented.
Finally Greason moved to send it to the board with no recommendation, but a requirement that if a deputy is added, the board has to direct how it is to be funded. The motion to approve was unanimous.
At the start of the meeting, following a summary by Information Services Manager Dean Marzofka an expenditure of $16,250 for preliminary engineering services by Edge Consulting Engineers for a 400-foot radio tower behind the Law Enforcement Center was approved. It will provide communication from the Law Enforcement Center to the Oconto County Courthouse. The county will also be relieved of a $25,000 annual cost for leasing tower space starting in 2011.
After Emergency Management Director Eric Burmeister presented the plans for use of a $161,458 grant from the American Recovery and Reinvestment Program, his proposed expenditures were approved. They included four new digital radios for the Marinette City Police Department, four new surveillance cameras and infrastructure hardware, including a 360 degree scan function for the Courthouse, sonar for the Sheriff Department Marine Patrol, a much improved version, a hand-held wireless camera with a half mile transmission range, and a telescoping camera system, waterproofed to 100 feet of depth.
Schroeder asked about cost of training, and Burmeister said the costs include all needed training. “Are we locked onto a maintenance agreement?” Schroeder asked, and Burmeister said it includes two years of maintenance.
The committee then voted to recommend approval to the board for accepting the grant and the planned purchases.
Finance Director Pat Kass briefly reviewed his report on 32 certificates of deposit and many bond investments, with a total of $41,223,251 market value. He said he will transfer some of the funds from the Local Government Investment Pool, as the interest is very low, but needs to keep a significant amount in the pool for ready access.
His quarterly review shows substantial deficits in the circuit court department resulting from extra costs in some major jury trials. Mental disease costs show a deficit of $122,557, attributable to expenses of institutional treatment. The switch from the self-insured plan with only county employees and retirees covered to a multi-county setup is estimated to save $1,200,000 next year, as there is an adequate statistical base to absorb claims.
