Move To Give Towns Regulation Of Road Signs A public hearing was held at the Thursday, Oct. 22 meeting of the Marinette County Land Information Committee. The subject was a proposed amendment to that part of the Marinette County Code of Ordinances that deals with off-premise signs that would give individual towns regulatory power over off premise or off property sign.
Sup. Russ Bauer led off with a word of caution. He said as to leaving the decision to the locals, “That’s what we had before”, referring to what he called “Billboard Alley” along US 41 between Peshtigo and Marinette. “Signs from all over!” he said, noting not many of them advertised anything local or nearby. “Use the yellow pages”, he said, when shopping for something or some service. “I don’t drive around looking for billboards”, he added.
A representative from Jones Signs of Green Bay said, “We didn’t do it!”
Tom Gryzwa of the Peshtigo Chamber of Commerce said the proposal helps local people; helps the community. With 12,000 cars passing through Peshtigo daily, “If we get 1% of them, that’s it!” he declared. He said people turn off on impulse. “I’m hungry” means a stop at a restaurant if there is a sign to help.
Peshtigo Mayor Tom Strouf said no matter how it turns out, “I appreciate the attitude this group has!”
Rick Vandervest of Vandervest Harley Davidson of Peshtigo said Oconto was hurt by the bypass.
Sup. John Guarisco pointed out the ordinance change will apply to the towns of Niagara, Porterfield, Pound, Stephenson, all of them, not just Peshtigo and Grover.
A motion to pass it along to the Marinette County Board with recommendation for approval, then passed on a unanimous voice vote.
River Road Riders Snowmobile Club representative Charles Panske spoke for renewal of the snowmobile trail through the Harmony Arboretum and the Memorial Hardwood Forest. He said a new bridge will be put in, standing on posts and with decking. The motion passed easily. The permit must be renewed annually.
Conservationist Greg Cleereman answered a few questions on the revised schedule of wildlife damage compensation. There were 21 separate items, ranging from $9.68 per bushel for soybeans, $3.75 per dozen for roadside sweet corn, $197 per ton for organic certified hay and $2.50 apiece for watermelon. The main culprits, of course, are deer.
No interest was shown for attendance at the Wisconsin Land and Water Conservation to be held Dec. 9-10 in La Crosse.
Cleereman reported seven Targeted Runoff Management grants were approved totaling $1,537,962. They are funded 70-30, with the landowners paying 30%. This program is to prevent manure from entering the natural drainage system, streams and lakes, which adds nitrogen to the water, creating masses of weed beds on such streams as Trout Creek and the Peshtigo River north of the bridge.
Cleereman also explained regulations on drawing water from rivers for irrigation of fields.
Bob Fraik told about a meeting held Oct. 15 at Little River Country Club to discuss the phragmite problem along the bay shore. They expressed concern about inaction by the Department of Natural Resources. Fraik said grant programs are only for bureaucratic expenditures, so efforts must be put into the political arena. He has created an 8 minute video about the phragmites and it will be shown to the county board.
“The lack of interest around the state is appalling”, Fraik said. The exotic shoreland weed grows up to 15 feet tall, blocks the view of the bay, and crowds out the natural flora and fauna, overgrowing the sandy beaches that once extended for miles. He said the DNR claims it owns the shoreland, but won’t do anything to get rid of the phragmites
