Officials, Public Urged To Get Tax Info At Green Bay Meeting Dec. 9

Local officials are being encouraged to attend a “Town Hall Meeting” from 1:30 to 3 p.m. Wednesday, Dec. 9 at the NWTC campus in Green Bay to discuss proposed changes to the Wisconsin property tax assessment and valuation system.

Department of Revenue (DOR) Secretary Roger Ervin has issued an open invitation to assessors, local government officials and interested members of the public to join him for one of the Town Hall Meetings “to discuss ways to provide a more fair and efficient property assessment system in Wisconsin.”

At the Green Bay meeting, as at three previous meetings across the state, DOR personnel will present Ervin’s proposal for county assessment and get feedback from those attending.

“Especially in these tight economic times, citizens expect government to provide accurate services as efficiently as possible,” Ervin said. “That’s why I am looking forward to these meetings, getting input on ways we can improve our property assessment system in Wisconsin and feedback on a county assessment model.”

Among other things, the DOR proposal would move all assessment functions to the county level within five years, require annual full valuation, starting with a revaluation of all parcels within three years, establish new standards and licensing for property assessors, and “establish a new system of valuation, with minimal long-term fiscal effect.”

Some assessors in Marinette and Oconto counties are warning local officials to get more information before they get on board. They say the proposal for county based assessments could more than triple assessing costs for their communities and remove even more local control from the property assessment process. Some fear that instead of a home-based Board of Review, there might be a representative of one city, one town and one village in the county, but not all of them.

Assessor Jerry Pillath told Peshtigo City Council Tuesday evening that to meet the standards proposed by the state, Marinette County, with over 40,000 parcels, would need to create an assessing department with 15 to 20 full time employees. Taxpayers would also need to pay for them, and the vehicles and other equipment they would need to visit and photograph every building in the county at least once every five years.

Another assessor predicted costs of the county assessing system will come to $35,000 to $40,000 a year, every year, for one of the towns he serves, where population is less than 800.

The meeting Green Bay meeting is one of five being held in various areas of the state to present information on the proposed program and get feedback from those who attend. The first three were in Wausau, Madison and Eau Claire. Time and place of the final meeting, to be held in Milwaukee, have not yet been set.

Pillath said the county-based equalization and assessment system may save money from the state budget, but increased costs to counties and the municipalities will more than make up for it. He said the state so far is each individual town will somehow pay the cost of their assessment, but it will be done from an office at the county level.

DOR literature promises all towns, villages and cities would have a voice in all assessment functions, including administration, assessment and board of review, but Pillath said it is not clear just how anyone expects this to happen.

Pillath said currently DOR operates five equalization offices in the state, with perhaps a total of 70 personnel, to study actual property sales in their districts and put comparable values on the properties. The state budget would no longer need to support those positions, but their duties would be transferred to the county level and will need to be paid for.

As proposed, in the first one to three years county assessment offices would be created and all municipalities would be required to upgrade parcel detail and assess at market value.

In year 4 municipalities would no longer assess, and county assessment offices would first publish assessment rolls, a functioning County Board of Assessors and Board of Review would be set up, and DOR would begin to adopt county values as full equalized value.

In Year 5 all assessment functions would be completed by the county except for manufacturing assessments, DOR would audit county processes to verify standards and uniformity, and there would be statewide county assessment of all counties at full equalized value.
