City Opposes Proposed State Assessment System Change

Meeting Wednesday, Dec. 23, the City of Peshtigo Personnel Committee heard a discussion about a major change being pushed by the Wisconsin Department of Revenue for centralization of equalization and assessments at the county level.

Following an explanation by new city asessor Jerry Pillath as to the consequences of this change, the committee recommended that the City Council pass a resoluion opposing it.

Pillath, who has been assessor for the towns of Beaver and Wausaukee, knew the history of the process. He noted that only 26 states have such municipalities as counties and towns. Wisconsin’s system was derived from the old New England system. He expressed criticism of the rationale behind the Department of Revenue proposal. He said only five Marinette County towns don’t have computerized systems.

“Our system isn’t ‘broken’ and we have over 60,000 separate land parcels,” he said. He estimated it would require more than 20 new county positions to be in compliance with the proposal. He noted the Wisconsin Legislature will take it up in January, and he will be there to represent the City of Peshtigo.

The proposal would require moving all assesment functions to the county level within 5 years, require annual full valuation, starting with a revaluation of all parcels within three years, maintain manufacturing assessment at the state level, but refocus DOR to certify, regulate and audit the county assesment process, create new standards and licensing for property assessors to ensure the highest level of professionalism in the valuation process and establish a new system of valuation with minimal long term fiscal effect.

It promises greater accuracy, consistency, and it would be easily accessible on line. To this Pillath responded, “We already have it! “

Pillath said if the proposal stands alone, it will not pass, but if it is tacked on to other legislative items, it might pass as an incidental item.

A state public hearing on the proposal is scheduled for Jan. 7 at 2 PM at Northeast Wisconsin Technical College, Green Bay.

In a related matter, the committee recommended purchase of a Market Drive Assessment license and software at a cost of $5000 plus $632 for the software. This will be referred to the Finance Committee.

Storage of property assessment cards was discussed. Pillath said he needs them, and works at home after business hours, and would replace them when finished, but Clerk/Treasurer Mary Ann Wills preferred that the cards stay in City Hall. No action was taken.
