Stephenson Board Hears Road, Committee Reports

At the Stephenson Town Board regular monthly meeting on Wednesday, July 11 at 7 p. m. at the Town Hall, all Board members were present. They are John Konopacki, chairman, trustees Joe Banaszak, Mike Kudick, Kevin Solway, and Tom LaSusa, Clerk, Elaine Olson, Treasurer Mary Jane Kempka and Kim Coggins, Attorney.

Preliminaries to the meeting were approved as well as minutes. Department and Plan Commission reports given were incident and training of the Fire Department by Fire Chief Jim Stradal. There had been 2 drills, 2 grass fires, 1 meeting, 1 tree on wires, 1 camp fire, 1 accident and 1 ditch fire, he stated.

Solway in the Water Patrol report said there wasn't much activity other than safety warnings handed out. There were no violations.

Don Weinhart, work foreman, said in July the crew patched roads, mowed roads, cut trees and hauled brush from Deer Lake project, cut grass at Newton Lake beach, town park Thunder Lake beach, town park, Thunder Lake fire station, and Town garage. They recycled and cut due to heavy rains and storms. Also cleaned up garbage at Newton Lake beach, repaired shoulders on town roads due to heavy rains, stumped on Deer Lake Road, Hauled pit run on E. Butler Rock Road and installed and repaired signs.

Road projects for 2012 update included Parkway Road North & South County X, Marinette County Highway Department stripped center line and fog line on 2 miles of Parkway.

On Deer Lake Road Molly Four Road to Eagle Road the right of way and temporary easement were cut. There was temporary shut down of project due to the Wisconsin Historical Society finding documentation of burial site on the southern half of the project. They hired an archeologist from Rhinelander to do a study and monitor ground disturbance on that part affected.

Engineering will be bid out on demolition of 3 hills.

On Parkway Road project north of County W, they met with Mark Schuster from Robert E. Lee Associates on design and made a few small changes. He will meet with Marinette County Highway Department and Forestry Department to show them the design and they will then move forward.

Gary Richter, Code Enforcement officer could not be present and submitted his written July report read by Chairman Konopacki. He had a total of 7 complaints, two were dog related, one was a woman walking her dog on a leash and the dog was leaving waste on the neighbor’s yard. He informed the lady she must keep the dog out of his yard and anything on the street must be cleaned up or a fine by police could be incurred.

Richter said he was still working on garbage complaint. All garbage was in bags and ready to go to recycling. They were given 2 weeks to complete the task and it is now in compliance.

There were no permit complaints. Three were or are now in compliance and one will obtain a permit and move building right after Labor Day.

Dave Tomaszewski reported they had one semi go out during the month with 42 boxes of paper and magazines. They also had a breakdown of the baler which is fixed.

Jane Meissner, Building Permit officer, was not present and Konopacki read her report. There were 1 manufactured dwelling, 3 additions, 2 raze, 12 garages/pole barns. 2 decks, 3 campers and 2 fire numbers.

Nick Vento, Chairman of the Plan Commission said they met on June 19 at 7 p.m. with all members present and discussed set back requirements for campers and other mobile devices. Language will be prepared for discussion at the next meeting. Language clarifying easement requirements was also approved to be forwarded to the ordinance committee.

The remaining sections of the draft zoning ordinance were approved. Zoning will be discussed at a public forum on July 21, from 9 a.m. to 4 p.m. with a short presentations at 9 a.m. and 1 p.m. Zoning maps and the complete ordinance draft will be available for review during the day. Dave Anderson and Nick Vento will develop the slide presentation and handout.

The public hearing for zoning is Aug. 29 prior to the monthly Plan Commission meeting. The ordinance will go to the Town Board in September.

The next meeting of the Commission is Thursday, July 19th at 7 p.m. Public attendance and participation is encouraged.

A quote for Moonshine Hill Road and possible bid awarding was on the agenda. Weinhart explained there were two spots that are settling. They had mucked them out several years ago and and when they are fixed they will probably need to be mucked out again in 4 o 5 years. A bid from Northeast Asphalt was discussed and more information was needed. The board decided to hold off until next month

A request from the Town of Lake to be in the court system with the Town of Stephenson and Wausaukee was brought up. Atty. Coggins explained all three systems must have the same ordinance and they could be incorporated as soon as that was done.

A change of ATV route for Johnson Falls, Parkway and Chesapeake was discussed. They were waiting for the DNR to make a decision.

The board agreed to place No Parking signs along Parkway near Boat Landing 5.

A "Slow--Children at Play" caution sign will be placed on a portion of High Falls Road. The board discussed the possibility of putting a speed limit on the road and it was the general feeling the speed limit on that whole road was too high. However it is only that small portion of the road that will be set lower.

The verbiage in ordinance concerning age and regulation of golf cart operators on designated town roads was discussed and will be changed to make it more clear and to conform to Wisconsin statutes. Operators must have a valid drivers license in order to drive the golf carts.

A job description and pay for the animal control position was suggested.

The board was informed they could have a trailer come up once or twice a year to collect electronics at the recycling center. The board decided they would need a list of what they would have to be paid for certain items before they begin such a collection.

Two new operators licenses were issued to Nathan Jacobson and Conner Moore.

In public comments, County District Attorney Allen Brey is a candidate for Marinette County Judge. He introduced himself and said he would be available for questions after the meeting.
