City of Peshtigo To Extend Bike Lanes

The City of Peshtigo Street and Drainage Committee voted on Thursday, Aug. 30, to extend the bike lanes on the newly paved main street through the city to Chicago Court. At present, the bike lanes are only painted from Ellis Avenue east to Front Street. The cost of painting the lanes the additional 2,400 feet on both sides of the road is estimated between $3,200 and $4,000, depending upon the type of paint used.

Peshtigo Chief of Police Kent Kline was present at the meeting and suggested the City disseminate information to the public so that both drivers and bicyclists know the rules about bike paths. From his observation, he said there is still a great deal of confusion about bike lanes.

First of all, Kline stated that bicyclists are supposed to follow the rules of the road and need to travel WITH the flow of traffic. Secondly, he said that motorists should be made aware that when turning right on to a side street, people should cross over the bike lane, if it is empty, and move as far right as possible before turning right. In other words, do not turn right from the main traffic lane.

Kline also saw a positive to the discussion about painting the bike lanes in on the entire section in that it would reinforce the concept that the roadway does not consist of four lanes, rather only two lanes. To that end, he suggested the city could also paint in cross walks and parking stripe lines all the way to Chicago Court, because parking on Business 41 is now allowed on both sides of the road. The only No Parking areas will be the portion from Ellis to Emery Avenues, and a few other selected small areas.

The cost of the additional striping could come out of the Street Maintenance account, but rather the committee favored approaching the state on getting them to do it as a part of the street reconstruction and including it in their overall budget.

As a point of reference, the bike lanes on the east side of the bridge will extend to where County Highway BB turns off at East Front Street.

Another major confusion area with the new street marking configuration will be the loss of Left Turn Only lanes at the intersection with Emery Avenue. In other words, traffic will have to wait behind those turning on to North Emery from the west and those turning on to South Emery from the east. It may be possible to program the soon-to-be-installed traffic signals to ease some of the anticipated problems, but it will take some getting used to.

The committee then discussed getting this information out to the community and working with the school on training people about both of these items. This discussion led to possibly resurrection of a bike safety program in the city. Kline and City Alderman Mary Lock will both investigate the cost of materials and training programs.

In regard to other agenda items, the committee recommended to council that contract payment #4 from DeGroot, Inc. in the amount of $236,609.38 be paid for the 2012 Utility and Street Construction Project. About $400,000 remains in the budget, but there are more bills coming.

A contract payment from Rely Co., Inc. in the amount of $46,498.23 was recommended to council. This, too, is just a partial payment for the Industrial Park Storm Water Management Project. City Engineer George Cowell reported the main ditch is in and that some road-crossing culverts will require the relocation of some utilities. Other than that, everything is going okay.

The final agenda item, “Other Matters Pertaining to Streets and Drainage as allowed by Law,” seems to be the catch-all item for reports and concerns.

Lock discussed a request the city received about putting some kind of lighting at the Highway 41 Exit/Entrance ramps. Since both ramps are technically in the Town of Peshtigo, the people were referred to the Town officials.

Cowell reported the road striping by the school has been completed. He also noted that some of the new sidewalks in the downtown project had to be redone to meet the city’s specifications. They will be completed by the time school starts. Cowell also discussed the city equipment that is need of repair or is in the process of being repaired.

The committee discussed looking into lower wattage bulbs for the street lights in the rest of the city. The low watt bulbs would save money in the long run, but come with some rather substantial initial costs. The price will be investigated.

The committee also discussed the fact that there are some people in the city who are illegally putting grass clipping piles in the street and expecting the city to pick them up. The only “pick-ups” that the city does are the leaves in the fall of the year. The small size of the grass clippings clog the street sweeper. Those residents who violate the grass clipping ordinance will be noted and cited if necessary.

The last item was the continued discussion of ways to prevent non-city residents from dumping brush, etc., at the city’s recycling center. Greater policing and other measures will be implemented.
