
New Morgan Park Shower Building Dedication Oct. 5 The Marinette County Parks Department has set an official ribbon-cutting ceremony for the newly construction shower building at Morgan Park for 10 a.m. on Friday, Oct. 5. According to Parks Director Erik Aleson, the project is currently 95% completed. With the help of the county's Highway Department, the parking lot at the facility has also now been paved.
Aleson further explained at the Tuesday, Sept. 11 meeting of the County's Building and Property Committee that he is pretty confident the contractor has corrected and fixed the cracking problems in the mortar joints and concrete floor.
Speaking of the cracking problem, County Board Chairman Vilas Schroeder questioned if the engineering firm adequately oversaw the construction phase of the building. The answer given was that the county may not have had enough hours in the contract to oversee all aspects of the project. The committee also questioned the contractor's performance in connection with the cracking issue.
No matter, the problems have been corrected and the building is ready for dedication and use. The exact details of the dedication will be arranged by the Parks Committee at their coming meeting. Aleson distributed several pictures of the building and commented that it is beautiful structure.
In other matters before the Committee, the meeting began with a report from Dave Gross, Chairman of the Fair Board. Gross explained some of the projects being considered on the Fair Grounds. As the Fair Board redoes some of the water lines on the grounds, a number of interesting things are being found underground. A total redo of the water lines will cost between $50,000 and $60,000.
The Board is also considering a 4-Year Plan to replace the Cow Barn at the Fair. The project would be broken down into yearly segments. Gross also asked about a couple of smaller re-roof projects that could be accomplished yet this year, if the county has some extra money.
Gross gave a full presentation about the Fair and the Fair Grounds at the Sept. 18 County Board meeting.
The Building and Property Committee received a report from UP Engineers and Architects, which has been working on a design proposal to enclose the air handing unit at the Crivitz Highway Shop. UPEA recommended replacing the insulation of the unit and fashioning a lean-to roof extension off the main roof to cover the unit. The total space would be about 800 square feet of roof.
After possibly trying to accomplish the project before the onset of winter, the committee decided to have the insulation work done this year yet, but delay the roof enclosure aspect until next year so that an adequate bidding process could be set in motion. There were also concerns that the permitting process through the state may take awhile since this project would considered an addition to the building by the state.
The matter was sent to the Highway Committee for further consideration.
A project to replace a section of the roof on the Niagara Senior Center was approved. The total costs came in under the $5,000 threshold, so the committee approved the project to replace the north and west quadrants of the roof, including decking material replacement. Three estimates were received, with the lowest priced being $3,450 from Zawada Construction of Niagara. This bid was accepted, even though some concern was expressed about the Morgan Park shower building experience with them.
At some point in the future, the committee expressed a desire to discuss the County's long range plans for the entire building, housing in part of the Niagara Senior Center.
The Committee gave Facilities Director John Machnik authorization to sign a contract with Johnson Controls to begin work on replacing the steam traps in the Courthouse building. While on this topic, a question was raised as to whether or not Johnson Controls has fulfilled the language of a previous contract to train the county's maintenance people on caring for the heating/cooling systems in the building. It was determined that this was not on the agenda, but it was mentioned that there is an upcoming Request for Proposal on the preventive maintenance contract for the courthouse's HVAC system.
The Committee reviewed the 2013 Maintenance and Motor Pool Budgets. There were some questions, but no changes stemmed from them. The 2013 User Fees were discussed, with one change of fees approved, that of dropping the fees charged to Family Services for use of portions of the Ella Court facility. Family Services is dropping one of the programs and will not need to use one of the rooms. To reflect that change, the monthly rent was dropped from $630 to $475.
The Committee reviewed a document that listed the yearly cost the County pays for oil changes and other preventive maintenance on county vehicles, After debating the quality of today's oil products, the improvements made to vehicle engines, and other manly topics associated with cars and trucks, the Committee approved maintaining the County's current oil change procedure.
