POW/MIA Recognition Day Held In Marinette

“Until They Are Home” was the theme for this year’s recognition day for POW/MIA’s in Marinette County. The event was held on Friday, Sept. 21 in the courtyard at Marinette City Hall.

POW/MIA Recognition Day ceremonies are held throughout the nation and around the world on military installations, ships at sea, schools, churches and fire stations. The focus still remains to ensure that America remembers its responsibility to stand behind the military who serve and to do everything possible to account for those who do not return.

There are over 86,000 American heroes still missing and unaccounted for that will never be forgotten. Both male and female MIAs are listed from WWII, Korea and Vietnam.

In the past year, the remains of 60 additional MIAs have been recovered and identified by the Joint POW/MIA Accounting Command.

Their focus has been investigations in northeastern India, the site of over 90 crashes, involving the remains of approximately 400 individuals listed as MIA since World War II. Additional teams have been searching in Russia, China, Japan, Burma, Tarawa, Vietnam, Laos and Cambodia. No searches or investigation are allowed in North Korea due to lack of cooperation from that government.

The searches in Vietnam, Laos, Cambodia, and Thailand have been primarily for those MIA listed as “Last Known Alive.” Out of the 296 listed in this category, 244 cases have been resolved and the remains of 75 returned to the United States and positively identified.

Last Known Alive is the category with which most people are familiar such as the pilot is seen safely on the ground after ejection, the soldier is left wounded while someone went for help, members separated during an ambush or withdrawal.

The Defense Prisoner of War/Missing Personnel Office lists four Marinette County residents as POW/MIAs from the Korean War. Jack Alexander of Marinette has been listed as a POW since July 12, 1950, Louis Charles Pepera of Marinette is listed as a POW since Nov. 27, 1950. Also Jerome Karpowicz of Crivitz, since May 17, 1953, and Clarence Krei of Marinette since Nov. 29, 1950, are still listed as MIAs.

There are no Vietnam POW/MIAs from Marinette County. The only Cold War MIA was recovered in February of 1998.

In the last year, the Military has begun to list female personnel on their official lists of POW/MIA’s from WWII, Korea and Vietnam. These would include volunteer female pilots, flight nurses, and Red Cross nurses. Most of these are the direct result of plane crashes and planes reported as missing. However, few are from units overrun during Korea, and Civilian Action medical programs in Southeast Asia during the Vietnam Conflict.

At Friday’s Ceremony, Marinette Mayor Denise Ruleau was the guest speaker. In part, Ruleau said, “We commemorate National POW/MIA Recognition Day by remembering the sacrifices made by those brave Americans, who were taken prisoner � and those who are listed as missing in action. From World War I to the peacekeeping efforts in Bosnia and Somalia, more than 142,000 Americans have been held as prisoners of war. Today there are nearly 90,000 US servicemen still accounted for from World War III Korea, Vietnam and the Persian Gulf. As a group, they remain in our memory on this hallowed day of reflection.”

Ruleau continued, “But for the families of those missing, they are remembered every day. They are remembered in what they meant to family members. They are remembered for what was lost. They are remembered for the lack of a final resting place. It is on special days like today that we are given some understanding of the terror and dedication to life that these great Americans endured in the service of their country. They endured the unendurable by believing in all of us. So we must, to repay this great debt, believe in them. To bring home those that we can, and to commit ourselves to a full accounting of those missing in action.”

Ruleau concluded, “Amid all the uncertainties of war, every soldier is entitled to one certainty - that he will NOT be forgotten. � National POW/MIA Recognition Day reminds us to keep their memories alive, and that America’s sacred obligation is to account for its servicemen and women who do not return from the fields of battle, that they are never forgotten. � God bless America and God bless those who live, guard and defend our precious freedom.”
