
Several City Projects Are Nearing Completion A normal occurrence in about every municipality this time of year is shelling out big money for all of the spring/summer construction projects that have taken place. The City of Peshtigo is no exception. The Tuesday, Sept. 25 meeting of the Citys Streets and Drainage Committee approved payments of over $350,000 for completed or nearly completed projects within the city.
A contract payment of $182,630 to RelyCo., Inc., was approved for continuing work on the Industrial Park Storm Water Management Project. City Engineer George Cowell reported that the project is proceeding very well. Most of the pond and ditch restoration work is complete, as well as installation of the major drain line to the pond. Cowell congratulated the company for the excellent work which has been done with very little disruption this summer.
A contract payment of $27,034.75, to DeGroot Construction, was approved for work on the 2012 Utility and Street Reconstruction Contract. At the same time, DeGroot was granted an extension to finish the curb and gutter work, which is anticipated to be completed Oct. 5.
The streetlight supplier has been slow in delivering the custom made streetlights, so that part of the project also appears. It will be delayed. During the meeting, it was noted that the new traffic signals have arrived and were in the process of being installed.
Contract payments for $72,974.82 and $73,743.52, to Iron Works Construction, were approved for work on the Peshtigo River Dredging Phase One and Phase Two. The work is done, with the exception of some punch list items. The final bills will be processed when completely finished.
Cowell reported on a recently completed Tree Inventory for the city. The inventory was necessary as part of a Forestry Grant. The report stated that the trees in the city have an estimated timber value of just over $1.4 million.
Cowell stated that the Forestry people want no more than 10% of trees in a city to be from one species. Their thinking is that if a disease or insect infestation beset the trees of city, then there is less likelihood that massive amounts of trees would be destroyed. The report shows that about 67% of the trees in the City of Peshtigo are from the maple species. This is why the city crews did not plant any more maples this past year, and will probably not do again in the near future.
While on the topic of trees, Cowell informed the Committee that he has completed the grant application for trees through the Tree Planting for Climate Change program, via the Wisconsin DNR. The grant pays for about 100 new trees, which would then have to be planted and watered by the city crews. Cowell reviewed the exhaustive list of species that are available. The grant application was forwarded to the City Council.
Cowell also presented the Committee with the yearly Recycling Grant Application with the State. The worksheet for the grant shows that the city annually collects about 240 ton of recyclables, thus keeping them out of the local landfill. The worksheet also shows that the citys curbside collection of recyclables qualifies it for about $34,600 in grant money, although if the past is any indication, only about $17,500 will be received.
Cowell also led the Committee on a review of the Department of Public Works 2013 Budget. He highlighted that with the County no longer performing snowplowing services, the Public Works budget reflects that change in several different places, from less contracted services to more budget allotment for gas, wages and maintenance/repairs. Cowell guessed that the coming snowplow season would be a learning experience for everyone involved. However he noted that the plowing would not be pushed off to late at night, which the county had to do in order to care for county and state roads first.
Other items on the budget which brought forth conversation were a large engineering copier, a higher cost for crushing/gravel, and the purchase of a wheel-loader. Committee member Fred Meintz asked about possibly adding something in the budget to switch over the existing street lights to a more energy efficient element.
At a future meeting, the Committee discussed possibly looking at ways to charge for certain recyclable items, most notably those items the city has to pay to get rid of, like tires, TV, electronics, etc.
With the jurisdictional transfer of the old highway from the state to the city set to take place in the next months, the committee reviewed the list of projects that are not covered by the state, like part of the cost of upgrading to ornamental street lighting, and adjustments made to the sanitary sewer in places. The costs of these projects will have to be covered by the city.
A question was asked of Committee Chairman Cathi Malke about all the cottonwood saplings that have sprouted up in the exposed areas of the riverbed and if the city could do anything about them. Malke answered that the DNR is of the opinion that once the water is back to normal levels, those saplings will rot and dissolve. However, Malke added that there is apparently no objection from the DNR about removing those saplings before the water returns, and in fact, the city was planning to remove them from the area of the boat landing in the next few days.
