Town of Stephenson Board To Set Road Work For 2013Issue Date: March 14, 2013
The Town of Stephenson Board meeting on Wednesday, March 13 promises to be a long and interesting one, with agenda items including the controversial issue of mileage pay for Water Patrol members and the list of roads to be slated for work in 2013.
Business of the evening starts at 6 p.m., with a public hearing on a proposal to make a new record for a road off Wildlife Lane through the property of Mr. and Mrs. James Guzzy to a currently landlocked property. That property was formerly owned by Edward Gallow and currently is owned by Gallow family members as the Donahoe Trust.
According to Clerk Elaine Olson, old town records indicate the right of way may have been approved in the mid-1960s when Gallow first bought his property but was never recorded properly. Olson said there is opposition on the part of current owners to the proposed road location, but an alternate route may be suggested.
The regular monthly town board meeting will be called to order at 7 p.m., or as soon afterwards as the public hearing is concluded.
Agenda for that meeting includes, under items for discussion and possible action, Information on the Water Safety Patrol Unit. In January the board voted unanimously that Water Patrol Officers would no longer be paid mileage for travel to and from their homes when reporting for Town of Stephenson water patrol duty. Most of the Water Patrol officers live in Marinette. A rash of resignations followed. When the issue came up at an Ordinance Committee meeting on Wednesday, March 6, Town Chair John Konopacki said he had discussed the matter with Supervisor Kevin Solway and would have more information by the next board meeting. Supervisor Mike Kudick, with a second from Supervisor Joe Banaszak, then moved to send discussion of the Water Safety Patrol officers to the full board.
The board is also expected to spend some time finalizing the list of roads to be scheduled for work in 2013 as worked out at the March 6 committee meeting, along with consideration of associated costs and review of procedures for billing other entities for work performed by the town.
Other agenda items for the full board meeting include quotes for insurance coverage to be effective on April 1, hiring a cleaning service for the town hall, setting RFPs for 2013 gravel purchases, possible change to Ordinance 2-3-13 (which governs operating procedures of the board), changes in terms and conditions of the towns account at Bank North, a request from Bonnie Popp for waiver or adjustment of town hall rental fees, and accepting an offer from Marinette County to handle Boundary and Annexation Survey (BAS) reporting for the US Census Bureau at no cost to the town.
Road Committee Chair Tom La Susa at their meeting on March 6 read a list of road work proposed for 2013.
Blacktopping Deer Lake Road from Molly Four Road to Eagle Road, estimated at $134,000; Parkway Road from Co. W north 1.35 miles, estimated at $181,000; and Newton Lake Road from Co. A to High Falls Road, estimated at $167,400, and applying an estimated $38,000 in Single Seal.
Putting 2,188 tons of gravel on Abbey Lane, using 786 tons of gravel to shoulder Deer Lake Road and 1,100 tons to shoulder Newton lake road, and providing 1,000 tons of gravel for washouts at an estimated total cost of $17,755.50 for gravel.
He also proposed spending $10,052 for limestone on Thrush Rd. and spending $700 for culvert and installation and $10,752 for pulverizing.
At the committee meeting, Kudick asked which roads would be next on the list. La Susa said they would be First Street, Baker Lane, Kanikula Lane, and Fabian Lane. Konopacki stated that the next roads will be determined after the cost for the three main roads is established. Kudick asked that all roads be bid as hot or cold mix, saying otherwise there is no competition. A few more questions were asked as to why some of the secondary roads were chosen when they are not even on the list from two years ago. Chairman Konopacki again stated that nothing would be determined until the three major roads are finished.
Discussion on associated road costs ended with La Susa promising to get further breakdowns of the costs and have them presented at the March 13 board meeting.
Konopacki moved to recommend that the Board seek RFPs for gravel. Public Works Director Don Weinhart was to get the specs to Clerk Olson.
Discussion turned to road maintenance, and La Susa said the five main roads to salt are Parkway, Deer Lake, Kottke, Newton Lake, and Shaffer. He said with 5 percent salt that costs $30,000. Kudick asked for a comparison of what it costs for sand compared to salt. He asked everything be figured in, including hauling expenses for the sand, and sought to have that information presented at the March 13 board meeting.
La Susa said straight salt was used in the ice storm and it didnt work any better. Someone suggested if more salt was used it might cut down on overtime. Asked by another person why Eagle Road is not on the main road list, La Susa replied it is not a main road.
The Personnel and Finance Committee meeting was the first of a series of meetings on March 6. It began with insurance quotes from Rural Insurance, Community Insurance Corporation, and Local Government Property Insurance Fund. The committee agreed to review the policies and take them to the next board meeting for possible action.
Clerk Olson presented the proposed list of duties for a cleaning service. The committee asked to have the stripping of the floors added. Olson stated she had called seven cleaning companies and heard back from three that were possibly interested. She was to meet with two the following day and would ask them to look at the hall before giving a price. The committee agreed Olson should get quotes from interested parties for the next board meeting, or hold them off if she needs more time to get quotes in. La Susa suggested they should get quotes each year. Supervisor Kudick noted the cleaning services must show proof of insurance.
Eagle River Union Airport had asked to be given monies to which the Town of Stephenson is entitled for airport improvement/maintenance since the Town of Stephenson apparently will not be using it. Supervisor Banaszak asked that this request be tabled until more information is obtained.
Those present for the March 6 evening of committee meetings were Town Chair Konopacki, Supervisors Banaszak, Kudick, and La Susa, Clerk Olson, and 18 others. Supervisor Solway was absent and excused.
