Marinette School Board Told Bullying Complaints Are Down

Special reports from Cynthia Russell Smith and Pauline Borgen were presented to the Marinette School Board at their monthly meeting held on Tuesday, Oct. 15. Smith’s 2012-13 Bullying and Harassment Report showed the number of claims were substantially lower than in 2012 for a total of six claims, two of which were substantiated. The numbers are down from a total of 71 claims in 2012 of which 33 were substantiated.

The claims were addressed by Marinette School administrators after thorough investigations were completed and specific restorative practices such as student conference/warnings, parent contact, and out of school suspensions were executed.

Smith said the best way to reduce bullying behavior is to continue educating students on what is defined as bullying, and the fostering of positive, and supportive relationships with the adults in the building. Expectations for students along with consistent and appropriate consequences for bullying behavior will be reinforced this school year, she said, as students in grades K-8th grade will receive instruction via the DPI-endorsed bullying prevention program ACT NOW, a program Smith feels will continue to assist the district in bullying prevention.

Borgen presented the 3rd Friday of September Pupil Count Report, which informed the board of the building head count, or total number of students actually in classroom seats is at 2122, a minimal decline from last year’s mark of 2128. This report combined the building head count (2122 students) along with students enrolled in the new Youth Apprenticeship/2nd Chance program, the Youth Challenge Academy, and Summer School programs, and totaled 2276 this year, which is actually a slight increase from 2258 in 2012.

Student representative Mackenzie Francour’s report acknowledged the third place finish at sectionals by the Girls Golf team, with Abby Dufrane headed to state for the fourth time.

September invoices, student activity invoices, as well as minutes from the Annual Budget Hearing of Sept. 17th were approved. Positions approved were Karin Wood as Park Elementary paraprofessional, Amy Walcher and Julie Williams both 50% Sysop at Park Elementary, Karla Rastall as Homeless Building Representative at Menekaunee Sunrise ELC, Theresa Kingsley as Sysops/PALS Coordinator at Menekaunee Sunrise ELC, Matt Marotz as Career and Technical Education Department Head, Heather Gromala as Homeless Building Representative for Park Elementary.

Craig Morois was named 8th grade boys basketball coach, Dave Francour for 7th grade boys basketball, Mike Maedke as 8th grade girls basketball coach, Matt Hartin as 7th grade girls basketball coach, Ryan Carlson as high school girls basketball varsity assistant coach, Jessica Scheer is girls junior varsity coach, and Jonathan Keepers freshman girls basketball coach.

Brian Ceranski’s Finance and Facilities stated the facilities staff looked at potential sites for a new maintenance garage and will start the survey process. They will review the needs to accommodate such as size, electrical, etc. Possible sites include the land near Lauerman Field which already has power and water nearby, or land near the high school. Ceranski recommended bringing in the engineering and architectural firm to identify specifics and district needs. Also discussed were cost of razing the current warehouse, and potential use of the vacated property, should the plan move forward.

Finance reports show health reimbursement account usage is down to 51.35% from 2012-2013, compared to 56.81% from 2011-2012. The board accepted a grant of $1,000 from the WalMart Foundation’s Local Facility Giving Program for use in the Middle School Library.

The nod of approval was given to add paraprofessional support staff to Sunrise Early Learning Center. Requested were three part-time (4 hours a day/4 days a week) para positions to support increased enrollment and demands for the 4K program, three additional part-time (4 hours a day/ 5 days a week) paras to support increased enrollment/demands of Special Ed programs, and one additional part-time (4 hours a day/ 4 days a week) para position to support the EC program.

A 2.07% increase in wages for paraprofessionals as well as administrative salaries was approved. Dr. Tim Baneck, Superintendent, reported the NFL Play 60 program to place at the school was a success, with assistance coming from the high school football team as well as members from the Green Bay Packers.

Baneck also reported that BPM, Inc. of Peshtigo will host an educational session for high school students in the BPM Educational Center, giving students the experience of hands-on learning.

Baneck finished his report with details of the final proposal for the WIAA’s Conference Realignment plan, which has not yet been voted on by the Board of Control. This proposal would have Marinette included in a 10 school conference called the Eastern Valley Conference. The other schools included in the proposed Eastern Valley Conference are Clintonville, Denmark, Fox Valley Lutheran, Freedom, Little Chute, Luxemburg-Casco, Oconto Falls, Wrightstown, and Waupaca.

Waupaca however will not be in the Eastern Valley Conference for football, leaving Marinette only 8 other annual gridiron opponents. It was also noted that under this proposal, Marinette High School will be able to continue its annual participation in the M&M game. a rich tradition that has become a major staple in both the cities of Marinette and Menominee.
