Pound Official Compliance About Co. Plowing Times

Pound--Complaint on the Marinette County policy on plowing, appointment of election officials, court resolutions and operator licenses were among items of business when the Pound Town Board met Tuesday, Dec. 10. All Board members were present along with Municipal Judge Clifford Patz, Zoning Administrator Tom Rich, County Board Supervisor Bob Holley and Jerome Fendryk

Town Supervisor John Gaffney again raised his concerns to County Board Supervisor Bob Holley on Marinette County’s policy on of not plowing the county and state roads from 10 p.m. to 5 a.m.

Gaffney reported he had contacted the State and was informed Marinette County has no high volume roads that require night time plowing. He then received correspondence from the State with a map showing high volume roads. The Marinette County portion of the map did include all of Highway 41 in Marinette County and the portion of Highway 141 from the southern border of Marinette County extending to Highway 64.

Gaffney also questioned the County’s policy on allowing the Highway Department to use two County vehicles to travel between home and work costing the County in excess of $20,000 annually. Gaffney reported the vehicles taken home have never been used by the employees called back to work for an emergency need. He stated the County could save that money by requiring the employees to use their own vehicles to report to work.

County Board Supervisor Holley said he would again report Gaffney’s concerns to the County Board.

In other action, the Board approved appointments of Chairman Jerry Heroux as election officials for the term of Jan. 1, 2014 to Dec. 31, 2015. They are Kathy Wendler, Dorothy Kaminski, Mary Anne Kust, Mary Bittner, Judy Broderick, Judy Hoida, Janet Chapman, Mary Prior, Marge Zeitler, and Gerri Kraemer.

Judge Clifford Patz explained three resolutions regarding fees and court costs for the joint municipal court which were adopted by the Board. They were:

* Increase of the Range of Court Costs Charged by Municipal Court in the Town of Pound.

* Increase Fees for Execution of Judgment Charged by the Municipal Court.

* Increase the Interpreter Fees.

Discussion was held on painting of the interior of the hall. Supervisors Leonard Semrau and David Pellman with Clerk Tammy Kasal, and Treasurer Rymer will meet to choose paint colors and chair rail. Hall floors will be refinished in the spring.

By a vote of 4 to 1 the Board approved the Plan Commission’s recommendation to still require a building permit for projects that involve new structures and alterations to the physical structure of an existing building and to require no building permit for projects replacing existing structures that do not alter the physical structure of the building with the guidelines to be clarified as needed in the future to be effective Jan. 1, 2014. Supervisor Leonard Semrau was opposed.

In other business, the Board:

* Accepted the report of Treasurer Janelle Rymer showing balance on hand as of Nov. 30 at $127,282.70 in the money market account and $2,000 in checking for a total of $129,282.70.

* Received a complaint from a town resident regarding a possible ditch flooding issue on W 24th Road. Currently there is no culvert under the road. Further evaluation will take place in the spring when water is present to assess the situation.

* Approved operator permits for Charlotte Burger and Anna Koenig.

* Okayed building permit 31 as presented by Zoning Administrator Tom Rich.

* Were informed the bridge reports have been received and N 1st Road and N 5th Road are now rated at a 4.

* Set the next regular Board meeting of Tuesday, Jan. 14, at 6 p.m. when discussion will be held in closed session and possible action on hourly employee wages.
