Schroeder, Just Again To Lead County Board

Tuesday, April 15, was a long day for Marinette County Board, starting at 9 a.m. with swearing in of all supervisors for new 2-year terms and ending nearly six and a half hours later. Actions included some changes to rules of order, a decision on the contentious County BB/Shore Drive issue that was mostly in accord with what residents have been asking for, and delay of action on a request from Bay Area Medical Center for some changes to Articles of Incorporation and Rules of Order that Hospital CEO Ed Harding said are necessary to implement their planned partnership with the non-profit branch of Aurora Health Care.

By unanimous votes, Vilas Schroeder was re-elected County Board Chair, and Kathy Just was re-elected vice chair.

It was the first day on the job for newly elected supervisors Don Phillips of Marinette and David Zahn of Peshtigo. One position remains vacant, that of the late Mel Sharpe of District 19, Peshtigo. Schroeder invited anyone interested to contact him, and said he expects to appoint a replacement next month.

Invocation was offered by Pastor James Burke of Interfaith Bible Fellowship of Amberg, followed by the Pledge of Allegiance and swearing in of all 30 supervisors by Circuit Court Judge James A. Morrison.

Then came election of officers and appointment of the Committee on Committees. Schroeder was nominated by Supervisor Ted Sauve, and Just by Supervisor Ken Keller. Schroeder appointed supervisors Al Mans, Sauve, Cheryl Wruk, Ken Casper, Russ Bousley, himself and Just to the Committee on Committees. The appointments were unanimously approved.

Schroeder said he and Just had worked for several hours following the Executive Committee meeting on Friday, April 4 to come up with their recommendations for committee membership.

He likened it to building a house of cards, where one change required another change. He explained where possible they had tried to honor requests for particular committee assignments, but where two people wanted to fill one vacancy, preference had gone in favor of County Board seniority and/or expertise or experience in a particular area. The board meeting was recessed while the Committee on Committees met in a neighboring room.

After brief discussion, committee assignments were approved as recommended by Schroeder and Just, with no changes.

“You did a good job naming Zahn to the Forestry and Parks and Outdoor Recreation Committee,” Mans commented. Zahn replaces Bill Walker, long-time chair of that committee, who did not seek re-election. Zahn heads the City of Peshtigo’s Parks and Recreation Department. Mans said even while working as a Peshtigo Times reporter Zahn had offered several good suggestions for their committee.

Schroeder asked the Parks and Forestry Committee to combine their meetings into a single meeting each month. For many years, unless agendas were short, they have been meeting once a month as the Forestry and Lands Committee and once a month as the Parks and Outdoor Recreation Committee.

Corporation Counsel Gale Mattison said many of the committees oversee multiple departments, but they do all their business at a single meeting.

Bousley said that may be difficult, as they often have separate issues, and in summer they often meet at various parks or at forest project sites.

Mans agreed, and added that during the past winter many of their meetings have been combined.

Schroeder suggested if there are special activities or issues, such as the timber or land sales, they could schedule a special meeting.

The Highway Committee regularly meets twice a month, and that schedule will continue.

County Board unanimously approved the committee appointments, after which members of each committee met to elect a chair and vice chair, select a meeting date, and assign members to other committees as required.

The committees are, with chair and vice chair listed first and second:

Agriculture and Extension: 2nd Tuesday, 9 a.m.; Alice Baumgarten, Cheryl Wruk, Joe Banaszak, Ted Sauve, Tom Mailand;

Building and Property: Made up of appointees from designated committees. 2nd Tuesday, 10 a.m.; Mike Behnke, Law Enforcement; Mike Cassidy, Human Services; Schroeder, Finance; Bousley, Highway; Kenm Mattison, Forestry.

Executive (made up of chairs from each committee, plus the County Board Chair and Vice Chair) meets on call: Schroeder, Just, Alice Baumgarten, Ag and Extension; Behnke, Buildings and Property; Ken Casper, Economic Development; Baumgarten, Ag and Extension; Christiansen Finance; Mattison, Forestry; Cassidy, Health and Human Services; Sauve, Land Information; Keller, Law Enforcement, and Nick Lakari, Personnel.

Economic Development and Tourism: 3rd Monday, 1 p.m.; Ken Casper, Al Mans, Joe Banaszak, Shirley Kaufman, Lakari.

Forestry, Parks, Outdoor Recreation and Land: 1st Thursday after the 3rd of the month; Ken Mattison, Al Mans, Dave Zahn, Russ Bousley, Gilbert Engel. Zahn and Engel are new, replacing Bill Walker, who retired from the board, and Larry Nichols, who serves on the Highway Committee.

Finance and Insurance, 3rd Monday, 9 a.m.; Vilas Schroeder, Melissa Christiansen, Don Pazynski, Kathy Just, Don Phillips (new, replaces Connie Seefeldt);

Health and Human Services: 2nd Wednesday, 1 p.m.; Kathy Just, Michael Cassidy, Cindy Barrette, Paul Gustafson, Al Sauld, Mike Behnke;

Highway and Transportation: 1st and 3rd Wednesday, 9 a.m.; Russ Bousley, Joe Policello, Russ Bauer, Shirley Kaufman, Larry Nichols (who replaces Sharpe);

Land Information: 2nd Monday, 9 a.m.; Ted Sauve, Robert Holley, Alice Baumgarten, Gilbert Engel, Clancy Whiting, the District 19 supervisor who will be appointed next month, and citizen member Mary Noll, representing the Soil and Water Conservation Service.

Law Enforcement, Emergency Management, Court Commissioner, Coroner and Judiciary: 2nd Monday, 1:15 p.m.; Ken Keller, Ken Mattison, Paul Gustafson, Cheryl Wruk, Mike Behnke.

Personnel and Veterans Service: 2nd Friday, 9:30 a.m., Nick Lakari, Ken Casper, Melissa Christiansen, Ken Keller, Joe Policello.
