Crivitz Village Board Trustee Seat Open

Crivitz--The Crivitz Village Board met at 7 p.m. on Tuesday, April 15 for their regular monthly meeting. Members in attendance included trustees Duane Swanson, Kurt Kostuch, Dick Kaminski, Shirley Keller and Fred Franzen, President John Deschane and Clerk Marilyn Padgett along with two members of the public.

Prior to the meeting, Deschane issued the oaths of office to re-elected trustees Shirley Keller and Duane Swanson and approved the resignation of trustee Ben Kamps, who has moved outside of the jurisdictional limits of the Village of Crivitz and is no longer eligible for the position.

Deschane asked any person who is interested in filling the position to contact a member of the board to request nomination for the vacant position. Candidates must be eligible to vote in the Village of Crivitz, which means they must be at least 18 years old, U.S. citizens, residents of the Village for at least 28 days prior to the date of nomination, and have no felony convictions. Nominations will take place during the May board meeting.

The board approved a vote to appoint Joey Pickett as an honorary member of the Crivitz Village Fire Department. Pickett is a Crivitz elementary student who is currently battling brain cancer. President Deschane informed the board two members of the fire department, Rudi Jensen and Luke Deschane, brought Pickett to the fire department and presented him with a child sized set of turnout gear and a helmet which was purchased by the department. It was reported that Joey was very excited to receive the equipment and has expressed a strong interest in the fire department. Deschane stated that Pickett 's prognosis is good and thanked the community for everything they have done for the family, adding that the fund-raising efforts were astounding.

The board approved committee appointments for April 15, 2014 to April 15, 2015 during the meeting. Kaminski and Keller were appointed to the Parks and Recreation Committee, Kostuch and Franzen to the Development Committee, Keller and Franzen are on the Utilities Committee, Kaminski, Kostuch and Swanson, the Finance Committee. Swanson, Kaminski and Kostuch were named to the Public Safety Committee, and Franzen, Keller and Swanson to the Public Works Committee.

Duane Swanson was appointed as the recycling coalition representative. Greg Gocht was appointed as the weed commissioner. John Deschane was appointed as the sister city coordinator. Rudi Jensen was appointed fire chief. Jane Meissner was appointed as the building inspector and zoning administrator. Frank Calvert was appointed as the attorney for the village. Mel Raatz, of R&R Assessing, was appointed as assessor for the village. Nancy Rosner was appointed health officer.

The board approved a motion to have Barbara Uhl and Marilyn Padgett share the position of municipal court clerk and to approve a $1 per hour raise for each employee. The board also approved a motion to accept the resignation of former municipal court clerk Barbara Tobison. Tobison has agreed to stay in the position until the training of the new court clerks is completed. The board thanked Tobison for her service to the community.

The board appointed the zoning board of appeals during the meeting. Herald Porfilio will chair the zoning board of appeals and Paul Dyer, Robin Hanson, Randy Atwood and Greg Deschane will serve on the committee. Luke Deschane and Gene Golla will serve as alternates for the board of appeals.

The board approved a motion to hire Sally Hastings as a part-time public works employee at a rate of $8 with a $0.50 increase per hour raise upon a satisfactory 30 day performance review followed by a six month probationary period. This position will consist primarily of custodial work at village owned buildings. This is a year-round position which will consist of approximately 520 hours per year.

The board approved a motion to hire Brian Scheuer as a part-time public works employee at a rate of $8 with a $0.50 increase per hour raise upon a satisfactory 30 day performance review followed by a six month probationary period. This position will consist primarily of outdoor maintenance duties. This is a seasonal position which will consist of approximately 780 hours per year.

The board approved the purchase of tires for the utilities truck from Wiedemeier Garage for a cost not to exceed $640. A payment to Elias Auto Value for the sum of $1,242 for repairs that were done to the village snow plow was also approved. A contract with MJB Industries to provide street sweeping for the village for an amount not to exceed $1,250 was approved, though Swanson stated increased street sweeping may be necessary due to the large amounts of sand that were used on roads during icy weather this year.

The village board accepted an agreement with the Escanaba & Lake Superior Railroad on the issue of Spur Street. Deschane explained that the agreement settles the issue of who owns Spur Street and gives the railroad assurance that current driveways will continue to be allowed.

The board approved a contract with Hydro Design for cross connection inspection for an amount not to exceed $15,000. This contract will apply only to commercial accounts and will include inspection, enforcement of violations, follow-ups and other services. Franzen explained that cross connection inspections are necessary in order to prevent chemicals and contaminants from entering the water system.

The utilities department will be purchasing a tri-gas detector from Paul Conway Shields for an amount not to exceed $1,300. The tri-gas detector will be used to detect dangerous gases in manholes from the service, as opposed to other detectors which only work inside the manhole.

The board granted fireworks licenses to Victory Fireworks, Witt 's Piggly Wiggly and T&B One Stop. The board also granted an operator 's license to Joan Kastendieck.

In other news, the board approved the agenda, approved the minutes for the March 18 regular meeting, and approved the financial report and approved of all presented vouchers. It was also announced that a two year building agreement for the Oakwood Haven Apartment building was approved between the Crivitz Village Board and Marinette County.

Deschane expressed gratitude to the Crivitz Cub Scouts for their work in picking up trash in the Village.

The board would like to remind all village residents that the emergency water run is still being conducted. Residents are to continue running their water until further notice.
