Middle Inlet To Vote On Appointed Clerk PositionIssue Date: May 14, 2014
In accord with a resolution adopted by unanimous vote of all ten persons at the Annual Town meeting in April, Middle Inlet Town Board on Thursday, May 8 adopted a resolution that may lead to adoption of an ordinance eliminating the elected position of town clerk/treasurer. The issue is to be on the ballot as a referendum at the general elections on Tuesday, Nov. 8.
State law requires that changes of this type be approved by referendum vote at a general election, following a resolution adopted by the Town Board. If the change is approved by voters in November the change will happen when the current clerk/treasurer term ends in April of 2014.
The current elected clerk/treasurer is Chuck Stanek. The vote to convert to an appointed position came after an explanation at the annual meeting of the benefits the change would bring. Also at the annual meeting electors approved a raise bringing the clerk/treasurer salary to $1,500 a month. This results in an annual pay increase of $1,161.12.
Theft of the shorter style highway barricades has created a problem for the town. As of Thursdays meeting, they did not have enough barricades left to protect motorists from washouts on town roads. Town Chair Richard Wade asked anyone with information on the missing barricades to call him, the Sheriffs Department or Crime Stoppers. Even seeing anything suspicious might help, he said.
Fire Chief John Coddington said he is going ot get all the barricades stenciled to provide further protection in future. Wade said they have just purchased new warning lights, and now they have no barricades to put them on.
In other action at its May meeting, with 14 members of the public present in addition to town officials, Wade was happy to announce that the town has been awarded $99,771.87 in state funds through the Town Road Discretionary Improvement (TRID) program to complete the $200,000 pavement replacement project on Moonshine Hill Road from Hwy. 141 to Meyer Road.
Announcement of the grant award was made by the Wisconsin Department of Transportation on Monday, May 5. Only 52 projects in the entire state were approved for funding through the program this year.
Wade had prepared the grant applications for both the TRID grant and the Tri-Grant that is helping finance Lake Mary Road improvements.
The board opened bids from two contractors for Lake Mary Road reconstruction, and awarded the job to low bidder Scott Construction for $39,932. The other bidder was Northeast Asphalt, with a bid of $43,342. Representatives of both firms were on hand to answer questions.
The results were not as good on bids for the Lake Road TRI Project work. The sole bid, from Northeast Asphalt, totaled $66,932 with two inches of asphalt, fine grading, 18 limestone shoulders and feathered driveways.
The grant program requires getting an engineer involved if the bid comes to more than $65,000, Wade said. He estimated getting an engineer would add another $10,000 to the project cost. He said the fine grading and limestone shoulders costs were high, and wondered if awarding them to another contractor separately would bring the cost under the limit. He planned to confer with Marinette County Highway Commissioner Ray Palonen.
It turned out that the problem was solved at a brief special meeting of the board Tuesday morning, May 13, when they received an adjusted proposal from Northeast Asphalt, Inc., which removed the limestone shouldering portion of the bid, resulting in an overall cost reduction of $5,050.00. This brought their resubmitted proposal to $61,541.40. The limestone shouldering will be contracted by the town with Scott Construction at a cost of $3,400, bringing the total project cost to $64,941.40, which eliminates the need to get an engineer involved.
Wade and Supervisor Tony Magerowski were present for the May 12 meeting. Supervisor Roger Leick was absent due to a prior commitment. All three, plus Clerk Treasurer Chuck Stanek were on hand for the regular monthly meeting on May 8.
Wade outlined the road improvements planned for the coming construction season. They include total reconstruction of Thompson Lane, the Lake Drive and Lake Mary Road projects, with new overlay on Lake Mary Road, plus total reconstructs of Lewis Road, Lake Road and Trellis Road, and a new limestone base on a portion of Camp 5 Road and Norway Pine Lane. Wade three quarters of Camp Five Road south was done with a TRIP grant and now they plan to finish the rest.
Wade was complimented and thanked by a member of the audience for all the hard work he has invested in applying for the grants that the entire town benefits from.
Regular road repair and maintenance is bring done as quickly as possible, Wade said. he asked everyone to be patient. Road weight bans were lifted on Thursday, May 1.
Bids for snow plowing for the next two years will be opened at the June 8 town board meeting.
The cash summary report and the ledger reconciliation reports for the period ending on April 30 were presented by Stanek as follows: money market account: $278,890.22; general checking: $500.00; cemetery savings: $11,227.95, and Fire Department savings: $14,463.98; The town CD remains at $10,000; the cemetery CD remains at $27,000; and the fire department CD remains at $30,000. Total Assets for the period are 372,082.15.
May vouchers representing total disbursements of $13,504.11 were presented and approved for payment.
Sweetheart city resident Tim Padgett complained about stench from his neighbors chickens, and asked what could be done. He was told there is no specific ordinance, but where odor and noise are problems it might fall under the nuisance ordinance.
