Wagner Awards Road Bid; Cameras Back At Dump Site

Wagner—Awarding a road bid, returning placement of cameras at the dump to catch vandals, town wide rummage sale, hiring of an animal control person and budget adjustments were among items of business when the Wagner Town Board met with all members in attendance.

Also present were Public Works Jim Hickey, Fire Chief Wade Fronsee, Ken Joy, Linda Fronsee, Todd Hermes, Darcy Diercks, James Hasselstrom, and Gerard Micksch.

A total of seven bids were received and opened for narrowing of the Pohl Road and Bruette Road and Country Lane and Pohl Road intersections. The bid was awarded to Anderson Forest Products for $2,835.

Other bids received were Road King Excavating $3,400, Scott Anderson Construction $3,374, Dan Risner Construction $5,150, David Behrens Construction $3,950, Renikow Skidsteer $2,500, and Richlen Excavating $5,050.

Chairperson Lynn Hickey stated that the Town will be putting the cameras back up at the dump to try catching the individuals that are opening the dumpster doors and throwing garbage out of the dumpsters.

Public Work Jim Hickey reported individuals have been entering the dump after hours and opening the big dumpster doors to see what is inside and garbage ends up falling out and public works has to clean this up. Suggestions were made that the Town may need to put fencing around the whole area before there are further problems.

He also reported the recycle bin is working out very well but asks if the residents and weekenders could crush the plastics and cardboard down to make more room in the dumpster to be able to get another week without dumping.

Chairman Hickey informed the group that the town wide rummage sale and craft sale will be held Saturday and Sunday, May 24 and 25.

Supervisor Allen Sievert reported someone questioned whether Old Rail Road from Hwy. X to Borderline Road will get road work done. He was informed the Town has TRIP funds to be used for this project and is on the list.

Clerk Melissa Christiansen reported to the Board that she has received a scholarship in the amount of $459 to go towards the Clerk/Treasurer institute training coming up in July.

During the public input portion of the meeting Supervisor Kurt Konell stated that the spring flooding in the Town of Wagner should not be a problem this year.

Linda Fronsee reported she would like to see more discussion in the minutes.

Fire Department updates was give by Fire Chief Wade Fronsee. The department had two fire call one was a lift assist and a car accident on Highway 180. Also the mutual aid MABAS paperwork has been turned in and should receive approval at the July 14, MABAS meeting. They are hoping for a De.r 31, roll-out.

Also Department members have done trainings on the reverse 911 system and are in the process of getting forms from individuals in the town to know who is on oxygen.

They will also be checking on obtaining a grant from WPS and tickets are now on sale for the annual firemen’s picnic.

The new animal control person approved was Jerry Micksch at a rate of $35 per call plus mileage. He replaces Henry Ebbingers who resigned.

The Board also adjusted the budget to increase animal control by $300 and decrease the contingency fund by $300. This was done due to unforeseen matters when the Marinette County Sheriff Department picked up a stray dog and took it to the vet which resulted in a bill for $215.54 which put the town over budget.

Discussion was held on road recommendations from Jim Hickey. The winter has been hard on the paved roads and needed are:

* Borderline Road, Bruette Road, and Four Lakes Road will need crack sealing.

* Cottage Lane “bridge” the center tube on the north side started washing out and is temporarily repaired but if the Town ends up with high flooding it may get washed out completely. The bridge project may have to come sooner but it should hold for another year.

* West Wagner Road culvert is starting to cave in, this has been fixed temporally but the culvert will need to be replaced.

* On Packard Road a driveway culvert needs to be replaced due to water back up and causing water to be over Packard Road, he will be contacting the owner on this issue.

* Spring grading is underway and a light grade will be done on roads with a good base but if there are pot holes a heavier grading will be done.

In other business, the Board:

* Was informed that Road King had received a thank you card from Lamer’s Bus for the good job done on plowing the Town roads.

* Approved minutes of their April 15 meeting.

* Minutes of the April 15 annual meeting minutes were approved to be forwarded onto the 2015 annual meeting for approval was approved.

* Approved the treasurer report. 

* Were informed the Town of Wagner Zoning/Code of Ordinance Committee will be holding their next meeting on Wednesday, May 28, at 1 p.m. in the Town hall and anyone wishing to attend may come.

* Discussed resurfacing and marking the Town Hall/Fire Department parking lot. The Town had received an estimate from Dun-Rite Asphalt in the amount of $2,986 but the Board has questions on the marking proposal.

* Also discussed was the fuel source options for public works vehicles. Jim Hickey stated that using the Fire Department tanks has been working out better.

* Were informed the Board of Review meeting is Saturday,May 31, from 8 a.m. to 10 a.m.

* Set the next monthly Board Meeting for Tuesday, June 10, at 6 p.m.
