T/Pound Opposed To County Bond Issue

Pound--Opposition to a proposed Marinette County bond issue, missing driveway culverts, official street name, dates for Open Book and Board of Review and August meeting date change were among items of business when the Pound Town Board met Tuesday, July 8.
Besides board members also present were Judy Broderick, Jason Woller, Marvin Peterson Jr., Larry Burkhar of James Peterson Sons, Inc., and County Board Supervisor Robert Holley.
Holley gave a presentation opposing a proposed Marinette County bond issue to borrow funds mainly for road construction and maintenance. The Town Board then voted to support Holley in opposing the bond issue scheduled to come before the full County Board on Tuesday, July 29. All Town Board members voted to support Holley. Town Supervisor David Pellman abstained.
During the Public Comment portion of the meeting, Marvin Peterson, Jr. voiced concerns of missing driveway culverts on N 9th Road after installation of gas lines by Wisconsin Public Service. Discussion was held. A meeting will be scheduled with Wisconsin Public Service to discuss finishing work for the affected ditch on N 9th Road.
By a vote of 5-0 the Board approved allowing the Wisconsin Department of Transportation ( DOT) and their agent Coleman Engineering to remove soil and aggregate from the Town right-of-way along the west side of N 13th Road from the ROW junction of state Hwy. 64 south to the driveway of Precision Machining, and that such removal of soil and aggregate will protect the drainage ditch along N 13th Road and that the right-of-way monuments be preserved, and that the road safety along N 13th Road be preserved, with no expense to the Town of Pound.
Prior to the motion the Board discussed the request being that the DOT and Coleman Engineering are constructing an overpass at the junction of State Highway 64 and U.S. 11 141, and that such construction involved N 13th Road and that soil and aggregate were purchased from the Streblow property. Also the Streblow property adjoins the N 13th Right of Way, and that the construction project will leave a large berm of soil and aggregate between the properties. DOT policy prohibits removal of soil and aggregate within another Right of Way without consent from the Town.
At the request of the Marinette County Land Information Department official named a portion of County Road B as W. Main St. Residents have been using both names to identify their properties. Clerk Tammy Kasal will inform property owners of the change.
Completion of grading around the boat launch and park area at Montana Lake has been completed by the DNR. There have been complaints of All Terrain Vehicles (ATV) in the park area. Supervisor John Gaffney will check with the DNR for signs to restrict ATV use around the park area.
In other business, the Board:
* Approved a 20-foot road bed with 3-foot shoulders on W 20th Road.
* Tabled to the Aug. 5 meeting extension of temporary use permit fees.
* Was informed some used culverts, normally sold, have been removed or stolen.
* Set Open Book for Saturday, Aug. 2 from 9 a.m. to 11 a.m. and Board of Review for Thursday, Aug. 7, at 6 p.m. Both in the Town Hall.
* Received information that the County Board has approved rezoning of the Garrett Swierenga property.
* Approved minutes of their June 10 meeting.
* Accepted the treasurer report showing $143,906.32 in the money market account and $2,000 in checking for a total of $145,906.32.
* Changed the next Board meeting to Tuesday, Aug. 5, at 6 p.m. because of the Aug. 12 election.
