I wish to inform the community that I support the proposal for the county to invest in the Recreation and Convention Center in the City of Marinette, and to explain why.
I realize $1.5 million is a substantial investment. The county has $42.3 million in investments with an average return of approximately 1.05%. This means as an investment, earnings on that $1.5 million adds about $15,750 a year to county revenues.
According to the annual report of Sheriff Jerry Sauve to the County Board, juvenile crime is on the rise. Youth participation in high quality out of school programs is linked to lower incidences of problem behaviors, such as academic failure, substance abuse, and delinquency. The cost of sending one juvenile to Crossroads in the Town of Peshtigo is $143 per day, roughly $4,300 per month. If parents are unable to pay, this cost is on the county. Cost of sending a juvenile Sheboygan Correctional Institution is $95 per day or $2,889 per month, plus transportation.
So if the Rec Center can persuade one youth from entering the correction system how much is it worth? In my opinion it would be priceless. Even in just dollars, saving to the county would far outweigh the price of the investment.
I understand the county has a lot of financial commitments and many programs to support. But we, as a county, have to find a way to attract young families to our communities. I believe the Recreation and Convention Center is an awesome way to start.
