County Board Expected To OK Laura Frea For Dist. 14

Marinette County Board of Supervisors may again be back up to its full 30-members for its regular monthly meeting on Tuesday, March 26. The board will be asked to approve appointment of Laura B. Frea to fill the District 14 seat which has been vacant since December, when Supervisor Josh Anderson resigned due to moving out of the district. District 14 includes Wards 1 and 3 in the Town of Porterfield.

If the appointment is confirmed as anticipated she will be sworn in to serve the remainder of Anderson's term, which expires in April of 2020. She will be seated immediately to participate in the remainder of the meeting. Approval of her appointment to the Public Services Committee is also expected.

On March 3 Frea had sent a letter expressing interest in the appointment. She and her husband, William, live at N4701 Hwy. 180. She said since moving to Marinette County they have worked to clear land and build a barn and house. He was a stockholder in Porterfield Country, Inc. so they have been involved in putting on Country Fest each year. She worked for Unity Hospice from 2005 to 2013. Prior to that, from 1980 to 1999 she worked with her husband on a Cheese Sales nationwide business. She taught school, grades 7-12, from 1974 to 1984, and served for a time on the Anthony House Board of Directors during her employment with Unity Hospice. She had earned a BS Degree in education from UW-Oshkosh in 1973.

After Frea is seated, Administrator John LeFebvre is expected to include an explanation of proposals to move the Forestry, Parks and Outdoor Recreation Committee out of the Highway Department building in Peshtigo and back to the Courthouse in Marinette. That proposal was discussed at the meeting of the Infrastructure committee on March 6, but there was no provision for action. The Emergency Government director's office is being set up at the Highway Department facility. Former Emergency Government Director Eric Burmeister a few months ago was named Highway Commissioner, and Kathy Frank, his long-time assistant, has been named to replace him.

The Infrastructure Committee also authorized seeking bids for renovation of the old Law Enforcement building on Ella Court Street, adjacent to the Courthouse.

Appointment of Supervisor Al Mans to represent the Infrastructure Committee on the Marinette County Traffic Safety Commission for a term expiring in April of 2020 is expected.

Other action expected at the County Board meeting includes approval of several recommendations made by the Administrative Committee when it met on Tuesday, March 19.

Those recommendations include:

* Amendments to the Marinette County Anonymous Financial Complaint Procedure;

*Revisions to the Marinette County Investment Procedures/Internal Controls policies; and

*Creating an Applications Administrator position and eliminating the Programmer Analyst/Assistant Manager position, as requested by Information Technology Director Kevin Solway, effective immediately.

Infrastructure Committee recommendations expected to be approved include:

*applying for, accepting and administering a Sustainable

Forestry Grant in the amount of $15,300 with no contributions from Marinette County to be used to fund a Project Forester position;

*Applying for, accepting and administering a JEMS grant in an amount up to $39,550 to promote Marinette County Parks for a three-year period;

*Entering into an agreement with Superior Forestry Services, Inc. of Tilly, AR for 2019 Tree Planting at a cost of $17,029.35, subject to Corporation Counsel's approval; and

*Approving an addendum to agreement with Waterproofing Technologies, Inc., a subsidiary of Tremco Incorporated, for the purpose of Exterior Insulation and Finish System repair on the courthouse. There is to be no additional cost, but a revised completion date of July 1, 2019.

Finally, on recommendation of the Public Services Committee, the board is expected to approve an agreement with AllState Tower to replace the LED Lighting System on the communications tower located at the Law Enforcement Center at a cost of $16,778, with funding to be identified by the Administrative Committee, subject to Corporation Counsel's approval.

As usual, the meeting agenda includes provisions for public comment at the start of the meeting and discussion during committee reports. There are no outside reports, no resignations, or proclamations, and no reports by department heads or elected officials expected.
