Athelstane To Pay Officials IRS Rate for Own Car Use

Issue Date: November 27, 2019

Athelstane"Among new business taken up at the Athelstane Town Board meeting on Nov. 12, the 2020 budget was adopted and amended Ordinance #25 on Motor Vehicles and Traffic to remove Section 10 (a) to eliminate the prohibition of parking on Bolander Landing Road, and appointed Peter Liptack assessor, not to exceed three years, contingent on a new contract.

There was discussion on reimbursing elected officials and employees for the use of a personal vehicle for business miles outside of the Town. The rate will coincide with the standard mileage rate established by the Internal Revenue Service which is currently 58 cents/mile.

Chairman Kelly Barnes presided at 6:25 PM in the Town Hall. A moment of silence was observed in the memory of Harold Tesch, supervisor. All officers were present along with 11 people. The Pledge of Allegiance was recited.

The agenda, minutes and bills with checks numbered 16561 thru 16617 were approved.

Barnes encouraged everyone to use the Bolander Landing Road. There is plenty of room to park, turn around and launch a watercraft.

Crack sealing contractor was shut down because of the weather and the town attorney is working with a title company to research property ownership as to who owns the property that the gate is on. The attorney has sent a certified letter to the property owner on Tetlow Terrace but no reply yet was sent.

Chairman Barnes is working with Al Geurts, a professional engineer, with the application process for the MLS program which is a 90/10 split for the Northway Drive project.

Due to the drastic increase of unauthorized users at the Town Recycling Center, new cards will be issued to the property owners and only those possessing the new card will be authorized to use the Recycling Center.

The county sent information on health insurance from Molina Healthcare.

A thank you card was received from Sherry Tesch for a memorial sent to Harry Tesch, who died recently.

Sup. Denis DeJardin attended a seminar put on by the DNR regarding recycling. He

learned to absolutely not let just anyone come and take the TV's " there are some less than honest contractors who may not dispose of them properly. Take them to a reputable dealer, he said.

Treasurer Greg Reinhard gave credit to Kelly Barnes for listening to a neighbor's concern on Bolander Landing Road and going ahead with the project. He asked the board to take a look at some of the east-west roads because the snow never melts on them in the winter. He questioned a large parcel of land being divided into 2-10 acre lots. He thought minimum was 3 acres, and town ordinance states it is 2 acres. He suggested reimbursing for gasoline vs. pay per mile for mileage reimbursement.

Scott Durian said they took the recently purchased fire truck to get service and the repair estimates came in higher than originally anticipated. The cost went from $6,000 to $30,000 and the fire department will cover the costs with money from fundraising and donations.

Fritz Schneider question the two acres minimum lot size. He thought it was three acres.

Marinette County Supervisor, Bill Stankevitz, gave a handout on how the county will be plowing snow this winter. He talked about the pollution in Marinette County from the Tyco Company. The sludge from the company was put on farmer's fields and it never degrades " it always stays in the ground. Also, the spray foam used by the fire departments may come from Tyco. He said Marinette County will back the modified Clean Water Act Bill.

Durian, gave the Fire Department report noting they had one meeting, and two training meetings along with two lift assists for the rescue squad and one motorcycle accident fatality on Hwy. C.

The Planning Commission did not meet in November because of no agenda. Reinhardt in the Treasurer's report said as of Sept. 30, balance was $432,445.44, receipts to number 6225 was $61,125.92, Disbursements $38,685.05 and month ending Oct. 31, $454,886.31.

Also $3,908.54 in Checking, $184,696.15 General Money Market,

$146,131.27 Tax Money Market, and $120,150.35 Local Government Investment Pool, for a $ 454,886.31 total.

Durian gave in the Highway report stated they are done with Bolanding Landing Road and Northway Drive and are getting the trucks ready for snow. Sand is mixed.
