Water Sewer Committee Waiting For BPM Reply Issue Date: November 11, 2020 At the City of Peshtigo Water and Sewer Committee meeting on Tuesday, Nov. 10, the committee reviewed a letter received on behalf of Beverly Doucette dated Oct.. 28, 2020 regarding a large third quarter water bill for 330 Brown Avenue.
After discussion, Public Works Director George Cowell suggested to remove the meter and check for calibration. Committee Chairman Tom Gryzwa agreed with Cowell and recommended to hold on the issue and bring back to the next committee meeting for further discussion. "For now we will waive the fees until we find out what is going on", Gryzwa said. He also stated, unfortunately there are over 200 people that are delinquent on their water bills at this time.
Attorney Dave Spangenberg gave a River Crossing update stating, "Since the last communication between BPM's attorney and himself, I have gotten no response since Nov. 5 and Jim Koronkowiecz Manager of BPM as well didn't have any current update".
Spangenberg said, "I had answered the questions we heard from prior requests and conversations, but have heard nothing from them. We will have to move forward with what we have to do. BPM was looking to move the pipeline south and wanted to make sure there wasn't any contamination in that area. We could shut that one off and then would have to do the environmental testing. I would be willing to look at but it would be an extra cost for BPM if it is moved. We can work with them but it will not come without a cost to BPM. We need to hear something very soon. We could put a deadline for a response, but deadlines don't seem to matter in this case".
Gryzwa added, "The cost of moving all that would be a considerable amount. In the June 18, 2020 meeting, there were only three items of importance and now that list has grown and if we move the line is anything else going to come up"? Meintz added, "I think it is just a stall tactic, Why didn't they come with this months ago, they are just stringing us along". Koronkowiecz sympathized with them saying, "I understand, but this just got put to a different level".
Cowell added, "The wetland inventory is done and almost two thirds of the project is completed. I think we should finish or we would have to redo the site investigation if we wait another year and the whole process would have to be done all over again". Gryzwa stated, "I don't believe we can stop doing things". Cowell replied, "Things are on hold right now but we have to file with the state and I would like to get that filling done. We can't do much more work until we know the final location, but I would like to finish the wetland".
In his Water Utility report, Cowell reported there was a water main break at the intersection of West Front Street and McGraw. There were spiral cracks around the water main and the water there is about eight feet deep. Cowell added, "The local asphalt plant is closed for the season now, I can try to get someone from Green Bay just to carry us through the winter". Alderman Rick Berth asked Cowell, "Would you blacktop over the water main break or would you leave it until Spring"? Cowell responded, "It is a higher traffic street so we would want to do something, not a full blacktop job, just a patch job to hold us through the winter months. For jobs that need to be completed before winter, I did advised the contractors whatever road work they are working on has to be cold packed for winter before they complete the job".
The next meeting will be held Tuesday, Dec. 8 at 10 a.m.
