Residents Warned Not To Plow Snow On/Across Public Roads

Snowplowing issues occupied much of the discussion at the monthly Wagner Town Board meeting on Wednesday, Jan. 13. Discuss/consider plowing snow from private driveways or roads onto or across across public roads. Town Chair Steve Renikow Sr. stated he recently received an e-mail to that effect from Marinette County, with a reminder that it is illegal to dump snow from private property on public roads.

Renikow said last year there were multiple complaints about this problem. He said he had confronted these residents at the time, but it is happening again this year.

Don Willan, one of the ten members of the public present for the meeting, asked if plowing by mailboxes is allowed. Renikow said you can plow to and around your mailbox as long as the snow doesn't go into a public road.

During a discussion on snowplowing at the Town Hall, Fire Hall and Recycling Center, Renikow stated residents are asking why this snowplowing isn't being done by the town with the new Public Works truck and plow. He said at the time of the last storm the town did not have an employee available to accept the added responsibility.

Franklin Suennen offered to plow going forward. In the past the town hired Christiansen Construction to plow these areas, and in 2020 the total paid was around $4,000. Franklin Suennen would be paid his hourly wage for this job. Mike Caylor plows the boat landing and charges $40 per plowing. Supervisor Mollie Arthur suggested letting Franklin Suennen plow the town property, and having Mike Caylor continue to plow the boat landing, and this will be done.

During time for public comment, Mike Caylor asked if the plowing issue on Rasmussen Road had been resolved. He was told the roads weren't plowed due to the truck being unable to turn around. Chair Renikow stated the town will use the new truck if needed.

Mike Caylor also asked if property tax payments should be sent to Marinette County, and was told they should.

Renikow said a letter was received from Charles Dedering saying he has excess fill and gravel available.

Near the start of the meeting the two bids received from parties interested in purchasing the old Public Works truck were opened. David Behrens Construction, Inc. bid for $5,000, and Winterset Farm bid $3,500. Motion to accept the bid from David Behrens Construction was approved without dissent.

A bit later in the meeting Clerk Cassie Brown stated $7,000 had been transferred from the general contingency fund to a new Public Works truck contingency fund and a motion to approve the transfer was approved.

Renikow suggested adding the $5,000 from selling the old Public Works truck to the new truck contingency fund, and a motion to do that was made by Supervisor Ed Delfosse, seconded by Arthur and approved.

Treasurer Margo Renikow discussed the town's ending cash balances, and noted they had received $5,175.00 in December for the Routes to Recovery Grant. The application was submitted for purchase of the shed at the Recycling Center. The old building was not large enough to meet social distancing requirements when providing receipts, and this expenditure was approved for reimbursement. Chair Renikow thanked Treasurer Renikow and Clerk Cassie Brown for pulling information together and submitting this grant application. Treasurer Renikow noted taxes had been paid to Marinette County, Wausaukee School District and NWTC, and funds will be transferred from the Money Market account to cover the settlement checks.

At its December meeting the board had approved a $1,000 bonus for the clerk in view of all the extra work done in 2020. At the January meeting Chair Renikow apologized, and explained the motion made for the clerk bonus in December was not legitimate due to the item not being on the agenda. He added that compensation for elected officials is set at the annual meeting prior to the election, and the Town Board does not have authority to approve funds above this. He said according to State Statute 66.0505, it is not legal for an elected official to accept anything above the voted-in wage, so motion to withdraw the Clerk bonus of $1,000 was approved without dissent.

Reporting on behalf of the Fire Department, Mike Caylor stated there were five calls since the last meeting. One was a MABAS call to Mellen and four were for automobile accidents. Maintenance and all state mandated testing have been completed. The extractor was ordered. There were 92 hours of training. There are a total of four new members, but only two have completed all training.

Renikow noted the Wagner Sportsman's Club is providing a Hunter's Safety course on April 1, 2021. Registration is through the DNR website, but will probably not be available until February. As of now only 12 students will be allowed. Social distancing and masks will be required.

Renikow stated brushing has been completed, and routine operations continue at the Recycling Center. There was no Animal Control update.

The next monthly meeting is set for 6:30 p.m. on Wednesday, Feb. 10.
