Village of Coleman Resident Brazeau Running for ClerkIssue Date: June 16, 2022 The Village of Coleman Board Meeting was called to order at 6 p.m. June 13 in the Municipal Building. Board President Glenn Woulf and Clerk Lori Gross along with trustees Phillip Risner, David Podoski, Sean Van Erman, Jeff Gosa, James Heyroth and Nancy Stank were present as well as former Grover resident Cindy Polzin and Clerk of Court Candidate Carrie Brazeau.
After the approval of the minutes from previous meetings, public comment was held. Coleman native Brazeau, current Deputy Clerk of Court, announced her intentions to run for Marinette County Clerk of Court in November. She has held her current position for seven years and worked as a legal assistant in the court for 15 years prior giving her a total of 22 years of legal experience. Although initially being hired to be the Small Claims Clerk, Brazeau quickly learned the ins and outs and was also appointed to be the Juvenile Clerk. As she moved up the ladder to the position of Deputy Clerk, Brazeau maintains the ability to fill in for any other position in the office and fills in when the Clerk of Court is absent. Brazeau must first win the Republican Primary on August 9 before the election on November 8.
Former Grover resident Polzin offered her assistance to find and apply for grants for the Village of Coleman. She served for a year on the Equity Board where she successfully got a $30,000 grant for Equity. Although she lives in Madison, Polzin confirmed she can do grant writing and applying remotely. While she stated she has connections, she emphasizes that knowing representatives won't guarantee a grant, it provides a good outlet to ask questions. Woulf expressed interested and offered Gross as a correspondent for Polzin to express the board's wishes. Polzin denied any hourly pay, instead opting for a percentage (decided by the board) of accepted grants that allow it.
Review of correspondences prompted Woulf to remind the board that the Village Bike Ride will be June 14 starting at the Coleman Park at 5:30 p.m. where 25-30 participants will ride bikes to the Front Porch Market for ice cream. Gosa suggested a truck follow the procession in case someone gets a flat tire or a community member can't make it through.
Additionally, the first ever Music in the Park will be held Thursday, June 16 from 6 p.m. to 10 p.m. with food and drinks provided by the WoodShed Pub and Perk.
Woulf thanked Bob and Jayne Blackbourn for the statue donations to the Veterans Memorial at Lillian Park along with Glenn and Simone Woulf for the flower donations and Toby, Lorie and Dexter Karban for donating the curbing both also at Lillian Park.
The Little Free Pantry stationed in the Coleman Municipal Building celebrated its one year anniversary on June 8 and thanked the board for allowing the space to be utilized to better the community.
2022-2023 Liquor Licenses for Cougar Shell, Family Dollar, Mursau's Piggly Wiggly, The WoodShed Pub & Perk, The Green Lantern, Cheers Too and Furkees along with temporary licenses for the Fire Department, WoodShed Pub & Perk and Cheers Too were approved unanimously. As well as all Operators Licenses.
Due to the lack of sufficient help for Public Works/Utility, the board unanimously approved a motion to put an ad into the paper for one temporary part-time summer/fall general maintenance worker (16+ years old) and one permanent position.
Committee reports were shared with the board. The Utility Committee met June 13 and approved a motion to begin bringing the Waste & Water Treatment Plant up to DNR code. They also rescinded the ordinance that dictated a paid assessment be done when land is being sold and made a motion to change it to requiring a paid assessment only if the residents would be hooking up to on site water and sewer. Finally, Utilities approved putting Central Air into the Waste & Water Treatment Plant.
The Court report saw 14 citations for the Village of Coleman in the amount of $3184.20 with a restitution of $37.00, 21 citations for the Village of Crivitz in the amount of $3760 with no restitution, three citations for the Village of Pound in the amount of $561.00 with no restitution and zero citations for the Towns of Brazeau and Pound. The Municipal Court is scheduled for the month of June to hear seven Initial Appearances for the Village of Coleman ($1069.60), 16 Initial Appearances for the Village of Crivitz ($4291.40) and three Initial Appearances for the Village of Pound ($498.00).
The Public Works Committee will put out bids next month for the new road in the Industrial Park before starting in September as well as storm sewer construction.
Parks & Rec. started to take down condemned light poles and will be replacing them next month.
The Public Safety and Personnel Committee shared that there were 32 complaints during May with three adult citations issued for a total of $523.20, one criminal sent to Circuit Court and $498.00 from three other municipalities. Chief of Police Ida Soletske had a total of 180.25 hours for May including Town of Beaver with two hours and 20 miles and Village of Pound with one hour, but no miles. Total miles on the squad for the month were 419 ending with an ending mileage of 114,057 miles. Soletske also completed her re-certification for firearms on May 26.
The Coleman Fire Department responded to eight calls during the month of May including one grass fire, one lift assist, two car accidents, one pole fire with wires down, one active search for a missing young girl and two MABAS calls in Brazeau and Peshtigo. Total man hours for the month were 110 and 37 calls in total for the year so far. The Fire Department also received a M&M Area Community Foundation Grant for $500. The training performed during May was on the Jaws of Life and a reminder was issues that the annual picnic will be July 15 and 16.
The Treasurer's report announced that the total of money in the Village of Coleman's Associated Bank accounts was $537,423.21. The other accounts for Sewer Replacement, Water Replacement, General and Utilities amounted to $732,446.12 making a total of $1,269,869.33.
The Treasurer's Report was accepted unanimously along with all building permits.
