Committee Told Courthouse Boiler Is Still A Concern

The potential problems with Boiler #2 in the Marinette County Courthouse merited a report from a boiler expert at the Tuesday, Jan. 10 meeting of the Building and Properties Committee. In very broad strokes, the challenges to changing over to a hot water heating system were explained. Almost all of the piping would have to be changed if the county were to make a switch along with the coils and registers. A change to the boiler venting would also need to be done, and would probably be very expensive. This does not mention all of the state hoops that would have to be cleared.

The possibility of swapping in a new boiler would be less expensive, less disruptive and very workable since only one unit is needed to be running to heat the building. If the county were to proceed down the new steam boiler route, testing of the current pipes would be necessary. The conclusion reached by the committee was that more investigating of a new steam boiler and related costs would be a first before going any further. Boiler #2 is still functioning and poses no risk for catastrophic failure.

During routine maintenance of the heating system at the Law Enforcement Center, it was discovered that an area of deterioration has occurred on the heat recovery wheel. The wheel is an eight foot wide devise that recovers heat from the exhaust discharge unit. Since the facility is required to make a complete change of air in the facility on a regular basis, the unit is designed to save money by recovering heat and putting it back into the building.

The cost to replace the complete wheel is estimated at about $20,000. The wheel is no longer under warrantee, of course. It may be possible to replace just the affected portion, which is about the size of $100 bill, or maybe even fill it in with a temporary patch with a long term fix. In any case, it does not affect the air filtration capability of the system.

The committee asked that more homework and investigation be done on the options for repair and report back their findings.

The committee spent a great deal of time discussing a modification request to the Antenna Agreement from Cellcom, specifically Cellcom’s request to switch out four of the 12 antennas on the courthouse roof with new, higher speed 4G units. After consulting Terry Zimmerman, the County Communication Director, the new antennas would have no negative impact on county communications in place on the roof as well.

Public Works Director Mark Desotell provided the committee with a history of the costs to Cellcom in the agreement, which has been in place since 2001. The current agreement allows for a Consumer Price Index adjustment every five years for the base rent and a yearly cost review for utility use.

While several questions were asked about making minor changes to the agreement, especially to add an end date to the contract, but as Corporation Counsel Gale Mattison pointed out, the current five year contract started last May. The committee approved the agreement which allows Cellcom to make the antenna changes immediately. It was suggested that some remember in four and half years to approach Cellcom about changing the contract to include a contract end date instead of an automatic five year renewal into perpetuity.

Troy Torgerson from The Samuels Group made a presentation to the committee. The company he represents specializes in construction management and can also serve as a general contractor. He touted their track record, cost saving capabilities, and their experience.

Desotell updated the committee on the approved ADRC project over at the Health and Human Services building. The interior work is expected to begin in early to mid February, with April slated for the outside work. He also informed the committee that five candidates for the Facilities Director position will be interviewed the week of Jan. 16 and that a hiring decision should be announced before the next meeting of the committee.
