Peshtigo Council Okays Kline As Police Chief

The City of Peshtigo now officially has a new Police Chief. At their regular monthly meeting Tuesday, Feb. 7, Peshtigo City Council without dissent confirmed the appointment of former Assistant Chief Kent Kline to the top post in the department. The approval came immediately after a unanimous vote to accept the retirement of former Chief Thomas E. Hartwig.

Unofficial comments at the meeting indicated Hartwig is already in Florida, enjoying his retirement. Kline has been acting as chief in his absence, but the salary adjustment that accompanies the promotion will become effective on Sunday, March 4.

Council agreed Kline, as the new chief, will later make a recommendation to the Personnel Committee on someone to replace him as assistant chief.

With Alderman Fred Meintz casting the sole dissenting vote, Council authorized the License and Police Committee to advertise for persons to fill a full time and part time position with the department. Votes in favor were cast by Aldermen Mike Behnke, Tim Colburn, Allen England and Mary Lock. Alderman Cathi Malke, out of town for training in connection with her job with Marinette County Sheriff’s Department, was absent and excused.

Persons wanting to purchase beer and liquor supplies for off-premise consumption will soon be able to do it as early as 6 a.m. in Peshtigo, as a convenience to shift workers and early morning fishermen, and to keep in line with state law. Council agreed there should be ordinance changes, so the next step apparently will be a public hearing and finally adoption of a revised ordinance.

The evening began with a 6:45 p.m. public hearing on a proposed ordinance to change the term of the municipal judge from two years to four years. However, since the proposed ordinance was first drafted there have been some changes in state law and another public hearing will be needed next month, according to City Attorney David Spangnberg.

The License and Police Committee had discussed safety problems with non-licensed motor vehicles of the type used by handicapped persons traveling on city streets, or crossing them. At the committee meeting Lock had said she would seek a sponsor to buy some safety flags that could be fastened to the scooters, etc. to make them more visible to motorists. She said at the Council meeting that she will order six collapsible flags for Chief Kline and officers to put where they are needed most.

In response to a request from Mayor Al Krizenesky, Council asked the finance committee to look into the possibilities of funding for emergency warning sirens for the city. He said some people told him they would feel better if the city had warning sirens, and others were surprised to learn that there are none. Krizenesky noted there are two trailer parks in the city, and persons out on the river might be totally unaware of a pending tornado without a siren warning system.

Meintz said they will have to move fast on the siren idea if they want to use TIF money. Krizenesky said accountants have assured him there is enough money in the TIF accounts to pay for all the projects they have listed and more. Meintz noted the cost of the sirens is only part of the warning system expense, and a major portion of the cost will be setting up communications with the county to make them effective. Council unanimously approved a motion to refer the siren issue to the Finance Committee, with indications they are being asked to find money to pay for them.

“You never know...this might save a life down the line,” Krizenesky declared.

A proposal from Ayres Associates regarding a possible Community Development Block Grant for drainage assessment and improvements for possible location of a “Precision Ice Blast” business in the city was removed from the agenda. Krizenesky said it is not that the city was opposed to the idea, but some questions remain to be answered before they proceed. Fee for Ayres to apply for the grant would be $5,000, and Lock noted the Ice Blast people have said they will pay that if the application proves feasible.

With the pending drawdown of the Peshtigo River in mid-May and work on downtown beautification and replacement of the Peshtigo River Bridge on old Hwy. 41 through the city which will probably start in April, along with related major improvements planned for the parks and recreation areas along the river, the past month was a busy one for nearly all the city committees.

The Parks and Recreation Committee is planning to replace the gazebo in the green area visible from the bridge, and with that in mind has proposed selling the existing gazebo to Ed Kasal for his high bid price of $401.

Before voting on a motion to sell the gazebo, Meintz asked if everything was in place for financing the new gazebo. He said if the money doesn’t come through, “this one needs some work, but it isn’t in too bad a shape.”

Lock asked if there was anything in writing promising the city will get the gazebo grant, and Clerk/Treasurer MaryAnn Wills said there was not.

Behnke, reporting in the absence of Parks and Recreation Committee Chair Malke, said they want to have the gazebo gone by the end of March so other work in the area can get underway.

Council finally approved a motion allowing the committee to sell the gazebo to Kasal “upon verification that they have the grant money for the new structure.”

In other action, the Council:

*Approved an operator’s license for Cara Lynn Bickel;

*Received a thank you letter from Emergency Rescue Squad, Inc. for the city’s $2,000 donation;

*Approved a request from Elderly Benefit Specialist Mary Jo Ruleau to use the Henry Drees Community Center without charge on Wednesday, Feb. 8 for a Homestead Tax Clinic.

*Approved a number of contracts and contract changes in connection with Transportation Enhancement (TE) Grant work and downtown beautification projects.

*Approved Option Two for design of a retention pond in the industrial park, with work to be done by Cedar Corporation;

*Authorized Alderman Mike Behnke and Parks and Recreation Director Dave Marquardt to work with the Town of Peshtigo on improving water quality in and around the Peshtigo River;

*Agreed to offer Time Warner Cable Communications Systems an easement to Badger Park similar to the agreement already arranged with CentruryTel of the Midwest-Kendall, LLC;

*Accepted a proposal from Frank Olson of Olson Electric to update lighting in the Municipal Building, city garage and fire station, for $10,000. Meintz explained that leaves about $2,000 of lighting retrofit work to be done, but the $10,000 was as far as they could go without competitive bidding;

*Agreed the Parks and Recreation Department can advertise for summer help;

*Approved a Parks and Recreation Committee recommendation that campers can stay for three nights in Badger Park and pay for two during the Little League Tournament July 6, 7 and 8 and the Christmas In July promotion on July 27, 28 and 29; and

*Authorized Peshtigo Youth Baseball, Inc. to erect a batting tunnel north of the concession stand at the ball field and place a swing set behind the softball field, with both projects to be done under Marquardt’s direction.
