Outgoing Peshtigo City Council Awards Bids, Okays Transfers

Several bids were awarded by the outgoing Peshtigo City Council Tuesday evening, April 17, as they tied up details before turning things over to the incoming council. There were few changes, however, as the only change was in the seat for which Alderman Allen England did not seek reelection. It was his final meeting, and his final act as an alderman was moving to adjourn.

Before that happened, however, they awarded bids on contracts for a number of major projects that have been in the works for several months, including contracts to Jackie Foster for Ellis Avenue reconstruction for the low bid of $162,421, and to DeGroot, Inc. for other specified 2012 Utility and French Street reconstruction work at a total low bid price of $1,256,056 after a $127,658 deduct order.

Mayor Al Krizenesky said he expects work to start soon, perhaps about May 1. At the suggestion of Cathi Malke, who chairs the Streets and Drainage Committee, there will be a public informational meeting from 5 to 7 p.m. Thursday, May 3 at the Municipal Building. Representatives of the contractor, engineering consultants Robert E. Lee and Associates, and Wisconsin Department of Transportation will be among those invited to participate.

There was a letter from Jim Koronkiewicz, general manager of BPM, Inc. advising that they have taken steps to improve the old railroad bridge into a walking trail so that pedestrian traffic can get across the Peshtigo River while the bridge is being reconstructed, but they are waiting for the city’s assurance that liability insurance coverage will be provided by the city.

Council also approved transfers within the 2011 budget totaling $110,639.95 to close out the year’s expenditures as recommended by the Finance and Claims Committee, and approved 2011 Non Lapsing Funds totaling $2,337,478, also as recommended by the Finance and Claims Committee. Committee Chair Mary Lock reported a letter to be sent to August Winter on cancellation of their maintenance agreement is still in the works, and a possible letter to Marinette County regarding the police radios is still being considered.

A change made last year in the county radio repeater system designed by Motorola created a need to replace all of the City’s police radios this year, without advance notification, and for that reason there was no provision in the 2012 budget. However, Sheriff Jerry Sauve made arrangements for affected police departments to receive bulk purchase prices on the radios, and county financing.

Council unanimously approved a Parks and Recreation recommendation to award contract for constructing the new Badger Park Sanitary Dump Station to Barley Excavating of Menominee for $20,250.

Bids for improvements to the wastewater treatment plant were opened by project engineer Chris Kaempfer to a full house at a meeting in City Hall on Thursday, April 12, with most of the bidders present. Kaempfer, of Kaempfer & Associates, consultants for the project, did a quick review of each bid and announced totals aloud. Bids came in quite close to original estimates. On his recommendation the committee took no action, and scheduled another meeting for Monday, April 16, but at that meeting too it was decided to investigate a bit farther, according to Fred Meintz, who chairs the Water and Sewer Committee.

Meintz reported there will be action in the coming months in response to a letter received March 12 from the DNR in regard to an environmental fee assessment.

To questions from others on the board, Meintz said claims filed by William and Sharon Niskanen and Stephen Clark against the city utility due to damages caused by a sewer backup have been settled. Payment was made by the city’s insurance company.

In other business, Council accepted donation of a 4’X 8’ scoreboard for the middle baseball field from Peshtigo Youth Baseball; approved a list of 13 employees that Parks and Recreation Director Dave Marquardt recommended hiring as summer help; approved a resolution governing the Mutual Aid Box Alarm System procedure for intergovernmental firefighting communications; approved Peshtigo River Recreational Park as the name for the property they purchased along the river; granted the King of Clubs request for permission to host an outdoor event on their west parking lot on Saturday, April 21; okayed a $50 donation to the Wisconsin Rural Water Association to help construct a training facility for Wastewater Treatment Plant operators; approved the final payment of $51,489,04 for painting and maintenance work done last year on the city’s two water storage tanks.

At the conclusion of other business the old council went into closed executive session for over half an hour to discuss an offer from parties interested in purchasing the now vacant restaurant and apartment building at 101 Emery Ave. For most of the closed session the interested parties and their realtor were also waiting outside the Council Chambers. They were called back in briefly and then left shortly the doors were again opened to the public.

Once the meeting was reconvened in open session Mary Lock, with a second from Meintz, moved to reject the offer, and all voted aye.

England in his last act as an alderman, moved to adjourn the meeting, also unanimously approved.

There were several expressions of appreciation and good wishes as England turned his chair at the Council table over to his successor, Tom Gryzwa and the incoming Council, all but one returning member, was called to order for its reorganization meeting.
