Town Department Heads Discuss Projects Completed

Crivitz—The Stephenson Town Board held their regular monthly meeting Wednesday, May 9 at 7 pm at the Town Hall. Present were Chairman John Konopacki, supervisors Joe Banaszak Tom LaSusa and Kevin Solway, treasurer Mary Jane Kempka, clerk Elaine Olson and Attorney Kim Coggins. Supervisor Mike Kudick was absent. A large group of the public was also present.

The meeting began with reports from department heads. Foreman Don Weinhart for Public Works said on Parkway road silt fence was installed, tilled and graded shoulders, pulverized blacktop north and south of County X, staked signs, swept intersection and curve, and patched roads, installed Geo Textile Fabric and hauled limestone on Parkway South County X, hauled gravel and installed culvert on Parkway Road north of County X, compacted project, reconstructed new curve, dropped buoys at locations for water patrol, recycled, installed handicapped pier at town park landing and repaired and replaced signs.

Weinhart added the 2012 road projects were Parkway road north and suth of County Road X, reconstructing curve north of County X, shoulder work, Deer Lake Road Molly Four to Eagle Road, temporary land easements Parkway Road north of County W, Robert E. Lee Associates to draw up design for French drain system.

Fire Chief Jim Stradal in his report said the department for April had two drills, one meeting, two down wires, a 10-50 on Highway A and Shaffer Road, a 10-50 on Highway A and Smith Creek Road, a car and motorcycle accident on Highway W and P, and a brush fire.

David Tomaszewski, recycling leader stated the Northwoods Recycling had 3 semis in, one for 60 bales of plastic, one for 42 gaylords of newspaper and magazines and one for 40 bales of cardboard.

Nick Vento, Chairman of the Plan Commission, stated they met at 7 p.m. Thursday, April 26 with six members and eight persons from the public.

CSM 2012-2 presented by Surveyor Hugh Guy for Richard and Bridgette Nelson was approved and sent to the board.

Members discussed options for Animal Husbandry for the A2 District. Language and a matrix of animal units versus acres was approved.

Zoning Sections 13-1, 13-3- 13-6, 13-9, and 13-10 were approved with minor revisions. Changes will be forwarded to Bay Lakes for inclusion. Sections 123-7 administration and 134-8 were discussed at a special meeting May 10.

The draft zoning maps were available and will be reviewed and changes made at the special meeting.

Members of the public questioned about changing the zoning of a parcel and conforming versus non-conforming use. The Commission plans a public information meeting on zoning for July or August.

The next regular Plan Commission meeting is Thursday, May 24 at 7 pm. Public attendance and participation is welcomed.

Jane Meissner, Building Inspector gave a report of January through April noting there were six dwellings, one manufactured dwelling, two manufactured homes (mobile), five additions, three remodels, 20 garages, four decks, one commercial building and one commercial remodels. There were also two move building, and a camper.

She said she was working with State Commercial Inspector Roger Strege on commercial structures and with Mark Weber on commercial structures fire inspection.

In new business Chairman John Konopacki set a meeting on presenting town roads for ATV usage. Anyone interested should contact Supervisor Kevin Solway or Clerk Elaine Olson. He also said that Solway and Mike Kudick would represent the board on the committee.

A correction to Boat Landing 3 Road being open to golf carts as approved at the last meeting. It was corrected to be Boat Landing 3 Road to High Falls Road to Johnson Lane.

The board decided to remove the wood hangar at the airport and Supervisor Joe Banaszak said he had someone interested in doing the job. It was decided to advertise to see if others are interested.

The representative who was supposed to be at the meeting from the Aeronautics Bureau could not attend and she suggested they get a committee together to list the maintenance items for the airport and discuss it with the bureau.

The board decided to allow the youth baseball to use the 250 feet of land on the Town Shop property that they requested. The members will look at the land and see where it is since there will be another building put up on that property.

The Fire Departments swill no longer issue licenses for fireworks. Permits can be obtained from the Town Board.

Information was given on the American Transmission line to go through the area.

An event permit for Packerland Bass Club for July 13 and 14 was approved as was a temporary Class B license.

Operators licenses extended to June 30, 2014 were approved for Heather Contois, Karen Gilbert, Marissa Goltz, Debra LaFave, Ricky Lubinski, Rebecca Mann, Sharon Pecha, Shirley Strazyewski, Krystle Yunke and William Yankus. All of the licenses were renewals except Yankus which was new.

There were no public comments and the meeting adjourned.
