Co. Building & Property Approves 5-Year Plan

In an effort to plan ahead and prioritize capital expenditures, Marinette County Administrator Ellen Sorensen has asked every department and division of the county to list upcoming potential major expenditures under their control. The plan is to pull all of these projects into one list so that she and the County Board can set a realistic schedule of capital improvements that can be implemented within the limits of the county’s financial resources.

The Marinette County Building and Property Committee reviewed the list assembled by Facilities Director John Machnik at their Tuesday, June 12 meeting. Machnik included two projects for 2013: Finishing up the re-roofing of the UW Building B project (carried over in part from this year) at an estimated cost of $125,000, and replacing the multi-zone air handler at the Health and Human Services (HHS) Building at an estimated cost of $100,000. For the year 2014, the plan looks at $100,000 project to replace the roof and upgrade insulation on the Niagara Senior Center, and $100,000 to replace the UW Library roof. 2015 looks to replace the eight heat exchangers on the UW Library roof (cost could be up to $700,000). In 2016 and 2017 more work is planned for the UW buildings, including doing something with the Field House parking lot and lighting and also refurbishing the Administration Building elevator.

Machnik noted the UW items were identified by the university itself in discussions with them. As with any list of this nature, the projects could be switched around depending on their current condition in a given year. This was especially mentioned in the case of the Niagara Senior Center roof and the UW elevator. It should be noted that just because an item is on the list doesn’t mean the county will have the money to accomplish the project.

After a brief recounting of the committee’s collective memory on history of the Niagara Senior Center side of the building which is owned entirely by the county, Sorensen expressed concern about the maintenance issues of the building. She said it looked like the Health and Human Services Department has done a great job of maintaining their side of the building, but the Senior Center side needs some attention. Two received bid quotes on doing minor roof repair ranged between $3,450 and $4,675.

Committee member Mike Cassidy said his understanding was that the Center has experienced a steady drop in use over the years.

It was the consensus of the committee to stop at the center next month at their annual tour of county facilities. In the meantime, county administration will gather more information on the building’s history, usage and other potential options there.

Two Requests For Proposals (RFP) were approved by the committee. The first was for routine maintenance on the county motor pool vehicles (oil changes, tires, etc.). Machnik continues to check with other divisions in the county on their vehicle maintenance needs, and, if possible, could potentially add some of their vehicles to the RFP as well.

The second RFP approved was for repairs/replacement of steam traps on the Courthouse heating system. A winter inspection of the system revealed that 28% of the systems 128 steam traps had failed. These 26 failed traps, it was estimated, wasted about 3,756 MMBtu’s in heating capacity. At a cost of about $10 per therm, repairing these traps will save the county approximately $37,500.

An agenda item from the Law Enforcement Committee was approved, namely the disposal of surplus and outdated portable and mobile two-way radios. All of the units are pre-1999 units. Machnik will check with department heads to see if there is need for these items within county government first, and then he will check with local municipalities. Machnik will also investigate possible pricing. It goes without saying that all vestiges of Sheriff’s Department materials will be wiped from the units.

Two responses from RFPs were decided by the committee. The sole bid for shredding of confidential county documents from Country Mile Document Destruction was accepted. The company, which has the current contract with the county, presented two options in their bid. The first option was a scheduled monthly or weekly service for the county. The second option was a “call when needed bid.” The committee approved a six month trial of option number two in order to compare the costs which the current contract, which is scheduled monthly.

The second RFP bid approved was that to Belson Company for paper supplies which submitted a bid of $7,214. The bid for garbage bags will be awarded in July.

A $3,848 change order was approved for work that needs to be done to create the Aging and Disabilities Resource Center in the HHS building. The change order was necessary because of a “snafu” with the City of Marinette engineer. According to documentation provided, a 12 inch concrete storm water pipe needs to be installed instead of a 6 inch pipe “indicated on the plans per city of Marinette’s requirements and miss communication of requirements from the city of Marinette through the county to the architect.” Besides the extra $3,848 in the change order, the “snafu” will put the completion date back about 20 days to July 13. The change order also means that a portion of the newly poured concrete sidewalk will also need to be dug up and later replaced.

The committee discussed funding of this extra cost since the project has already used up its contingency amount because of the asbestos issue. Sorensen said the extra money will probably come out of the HHS fund balance, which is funding the entire project.

Lastly, Machnik updated the committee on current projects. The ADRC project will probably be completed by July 13. The Courthouse Ramp project is at the stage where the RFP has been posted. The courthouse boiler replacement project has been awarded, with the county board scheduled to approve the funding at end of June. The UW roof project has been awarded and should start in short order. The Law Enforcement Center Heat Recovery Wheel project has been approved and will start late in September. Machnik added that his department has been doing some landscaping around the courthouse. It was suggested that he revive the landscaping plan developed for the area around the memorial.
