Former Wausaukee Rescue Squad Treasurer Is Charged Amanda R. Stumbris, 41, W9044 Palmer Road, Wausaukee, will have a preliminary hearing at 3 p.m. Monday, Oct. 15 on four felony charges of theft from the Wausaukee Rescue Squad. She appeared Monday, Sept. 17, before Marinette County Circuit Court Judge David Miron who set a signature bond of $50,000.
According to the complaint she is alleged to have stolen $132,505.23 while treasurer of the Wausaukee Rescue Squad. They included $5,559.84 in 2009, $12,922.23 in 2010, $66,670.11 in 2011 and $47,353.05 in 2012.
The thefts were through the squad ATM debit card, checks from petty cash and payroll checks to her and her husband, Kevin. The payroll checks were in excess of what the W-2 forms and payroll sheets showed, according to the complaint.
Charges on the debit card included withdrawals at the Carter Casino, Direct TV, iTunes, Netflix, PayPal, Sprint and Dish Network. It was also used for cash purchases and at stores.
According to the complaint, Kevin Kwasny, president of the Wausaukee Rescue Squad, stated on May 15 he told a deputy of the Marinette County Sheriff Department of unusual activity regarding the squad debit card by the squad’s bank, Bank North. For the past five years Amanda Stumbris had been the squad treasurer and was the only person who had control of squad funds. Further, she was the only one who has access codes and passwords to the squad computer kept at the squad building and no one else had access to its financial records.
In a news release, Kwasny stated, “ Although the morale of the Wausaukee Rescue Squad has been devastated by this shocking theft of a significant share of our limited resources, our members have continued to answer all of the usual range of emergency calls. We remain fully committed to service we have always provided for our Squad area residents.
“Since Ms. Stumbris’ termination, we have worked diligently with our bank and our accountant, along with law enforcement, at putting safeguards in place to insure that the trust of our supporting patrons is not again subject to jeopardy,” he added.
Kwasny also reported that Stumbris started out on the rescue squad as an emergency medical technician (EMT) and then became an office assistant about April of 2007. By 2009 she was the defato treasurer controlling all the squad funds.”
On May 14 a rescue squad meeting was held where she handed out financial statements for the months of March and April showing the squad had over $32,000 in three separate accounts. On May 15 Kwasny said he went to Bank North and discovered the squad was essentially broke.
The complaint further stated that he then called Amanda Stumbris and met with her at the squad building. He asked for the building keys and all computer passwords. She asked to speak to him outside the building and there admitted she had stolen money from the squad.
The Marinette County Sheriff Department assigned Detective Dan Miller and Deputy Brad Wyss. With assistance from the Wiscon-sin Department of Justice they began going through rescue squad records received from Bank North for calendar years 2007 through 2012.
