Town Continues Quest For Expense Tracking System

Procedures for purchasing parts and establishing a system to track equipment maintenance expense and road construction and maintenance costs were discussed at some length by the Town of Stephenson Personnel and Finance Committee at a regular meeting on Wednesday, Feb. 6, but no action was taken. Board members will work with department heads to set up a workable system that is not too cumbersome.
The committee has been reviewing applications for a public works position but the board is not yet ready to hire anyone. This will come up again at a later date.
Supervisors Joe Banaszak, Mike Kudick, Tom La Susa, and Kevin Solway; along with Clerk Elaine Olson, and 11 others were present for the series of meetings that began at 7 p.m. Town Chair John Konopacki was absent.
The committee reviewed quotes received by the Public Works department for a tailgate spreader with a box liner. After looking over the quotes, Solway asked where the money for the proposed purchases would be coming from. Public Works Director Don Weinhart stated it would be taken from the parts account. Solway then moved to send the proposed purchases to the Board for review, pending confirmation that there is sufficient money in the parts account. The motion carried.
The board also will be asked to authorize publication of requests for proposals for gravel crushing for 2013. Solway asked that before their meeting on Wednesday, Feb. 13 board members be provided with information on how much gravel is needed and what it will be used for. He commented that the board needs to make sure they stay within their budget for gravel. Kudick asked how they determine what pit the gravel will be coming from. Weinhart stated they generally get it from the closest pit with certified materials.
Hiring a cleaning service for the town hall and the town shop was discussed. The person or persons hired will be asked to bid by the job or by the hour. They will bring their own cleaning equipment, but the town will purchase supplies. Clerk Olson was asked to come up with a proposed cleaning service contract and list of duties and bring it back to committee in March. At that point it will be determined how to advertise for the position.
That first meeting of the evening adjourned at 7:46 p.m., and the next session, a meeting of the Buildings and Grounds Committee, was immediately called to order.
Clerk Olson explained that the Holbrook hangar at the town airport on County W had been sold to Carl Greene. Greene had signed a new contract for the hangar, paid the hangar lease fee for 2013, and supplied the appropriate insurance as required in the contract. Solway moved to send the hangar lease to the full board for approval. La Susa offered a second and the motion carried.
Last on the evenings agenda was a brief special Town Board meeting called for quick approval of an event permit for the Twin Bridge Ski Team for Saturday, Feb. 9. The 2-minute meeting was adjourned at 7:50 p.m.
Agenda for the regular monthly Town Board meeting at 7 p.m. Wednesday, Feb. 13 includes an update on town road conditions; compiling a list of roadwork for 2013 by priority and identification of projected costs projected; identifying roads to be eliminated from the 2013 roadwork schedule; quotes for purchase of a tailgate spreader and a box liner; RFPs for gravel crushing for 2013; review of procedures to bill other entities for work performed by the town; hangar lease contract with Carl and Barb Greene; granting of operators licenses, if any, and a request for waiver of fees for Country Gospel music jams.
