Baranek Named Highway Dept. Patrol Superintendent

In a previously undiscussed move, Marinette County Highway Commis-sioner Ray Palonen announced at the Wednesday, March 20 meeting of the County Highway Department that he has appointed current Highway Supervisor Joe Baranek to the position of Patrol Superintendent.

Palonen explained that the position has been vacant, but funded in the Highway Budget, for the past several years. Part of the rationale for filling the position right now is that the Purchasing Supervisor position is overloaded preventing adequate supervision of the Peshtigo shop. By filling the position, Baranek would supervise the Peshtigo Shop and act as Highway Commissioner in Palonen’s absence.

In a related matter, the Highway Committee then approved creating one Stockroom/Purchasing Coordinator position immediately and then eliminating the Purchasing Supervisor position effective when the Stockroom/Purchasing Coordinator Position is filled. With this move, Palonen hopes to correct exempt/non-exempt hourly status related to the Purchasing Supervisor and legal compliance. It would also allow the more focus on department purchases, effectively supply the stockroom, and assist the mechanics and field staff during vacations, vacancies and large projects.

While Palonen explained that this reorganization will allow the department to be much more efficient in terms of production, cost and quality for Marinette County, the Committee was told that these moves did not constitute a reorganization. The Patrol Superintendent Position apparently was not posted. No word was given on whether or not the Purchasing/Stockroom Coordinator position or the now vacant Highway Supervisor position will be posted or appointed.

In other matters, the Committee accepted the bid from Henry G. Meigs Company to supply the 2013 liquid asphalt materials at the unit price provided in their proposal.

Also approved was to accept the bid of Northeast Asphalt to supply the 2013 Hot Mix and Cold Mix Asphalt materials for construction projects. For reference, the prices were based on provision out of the Pound plant at the following prices: E-0.3 for $46.95 per ton; E-1 for $46.55 per ton; and Winter Mix at $19.50 per ton.

Approved was the bid of Sherwin Industries to supply the Hot Applied Joint Sealant known as Crafco201 at the unit price of $0.52 per pound. While not the lowest bid for joint and crack sealant, the Department prefers the Crafco 201 mix.

The Committee approved acceptance of the bid from Sommer Construction Company to supply the 2013 Concrete Curb and Gutter work for both the intersection or CTH W and Parkway Road and the intersection of CTH D and South Harmony Road at a price of $14.90 per linear foot. Both projects estimate 500 linear feet of Type A, 36 inch sloped curb and gutter.

The last item for which bids were approved was to accept Paynter Equipment as the major supplier and Green Bay Highway Products as the minor supplier for the 2013 Pipe Culverts, at the prices listed in their proposals.

Palonen informed the Committee that the State of Wisconsin has agreed with the proposal for the STP-Rural Project on CTH G from CTH E to Spur Road, approximately 3.6 miles. Approval was given to sign the agreement for design work portion of the project. The construction portion of the project is the number one rated project in Marinette County. The agreement for construction will come separately.

The design portion of the project has an estimated cost of $390,000. The State/Federal funds will cover $312,000 of that amount, meaning that $78,000 will have to come from the county. The design and construction funding from state/federal sources will not cover some needed purchasing of right-of-way property. That will have to be paid for by the county solely.

The agreement will be reviewed by Corporation Counsel and will need to be approved by the County Board.

Several bids for planned equipment purchases were received at the last meeting of the Highway Committee. At this meeting, they formally approved and forwarded to the County Board the following purchases:

One tri-axle cab and chassis from Peterbuilt Truck for a net total of $122,634, which includes the trade-in of Unit #120, a 1997 International truck.

One hardened steel dump box with tailgate spreader and plowing equipment from Olson Trailer and Body for a total of $94,999. This bid will be installed on the unit above.

Two hardened steel dump boxes with just tailgate spreaders from Olson Truck and Body to replace the boxes on two current trucks. The bid does include the plowing equipment. The total cost for both units is $72,656.

All of these purchases were forwarded to the County Board for approval.

In his Commissioner’s Report, Palonen informed the Committee that the seasonal weight limits are now enforced on non-exempted county roads. Since this was his first year of imposing these limits in the county, Palonen said he notice that there is no department policy on this, especially on how to handle request for hauling permits during this time. Without a policy in place, Palonen said it was hard to find guidance and procedure to follow. Therefore he said he would work on developing one.

Palonen also asked the Committee about starting to charge for oversize load permits.

In other matters related to the Commissioner’s report, Palonen noted that after a diligent search, no one seems to have a need for the old Asphalt Tank currently stored at the Crivitz Shop. The unit, thus, will be unceremoniously scraped.

Concerning the air handling unit at the Crivitz shop, Palonen suggested just re-wrapping the exterior portion instead of trying to build a weather shelter for it. Re-wrapping will be much, much cheaper.

Updating the Committee on the Scenic Overlook by Wausaukee, Palonen said he had talked with the Town of Wausaukee Chairman about the matter. The State does allow the trees there to be cut down. The Town chairman said he would work on making that happen.

The Highway Supervisors reported that in the last month the Highway Crews have been doing plowing and more plowing. Occasionally they have had a chance to do some filling of pot holes, hauling sand/salt, and cutting brush, but most of the time they have been plowing and doing more plowing.

The Board reviewed and approved the schedule of invoices which totaled $167,637.53, which included $66,186.04 for salt purchases between Feb. 21 and March 12.

In concluding matters, it was pointed out that postcards will soon be sent out to the residents of the Town of Peshtigo along CTH BB of the public information meeting set for April 3, at 6:00 PM, at the Little River County Club. The meeting will discuss the planned ditching and repavement project of CTH BB.

County Administrator Ellen Sorensen asked the Highway Committee if they would consider moving most of their payment invoices to electronic payment instead of cutting actual checks. The later is more expensive. The Committee said they would think about it.
