Public Hearing On 4 Ordinances Precedes May 7 Council Meet

Peshtigo residents will have an opportunity to voice their opinions on four ordinances prior to the Tuesday, May 7, meeting of the Peshtigo City Council. The hearing will start at 6:30 p.m. with the Council meeting to take action scheduled for 7 p.m.

The four ordinances are on sewer service charges, parking, fire department service reimbursement and boat launch user fees.

The ordinance setting new sewer service charges is probably of most interest as it affects all water and sewer customers. As proposed, a residential sewer customer with a 5/8-inch water meter using 39,500 gallons per year the charge per year would be $286.20, an increase of $104.80. The charge is for the sewer use only and does not include the quarterly charge of water use.

The Council does not have to apply for permission from the Public Service Commission (PSC) to increase the sewer rate. The PSC only can act on increases for water rates.

Another ordinance at the hearing is on service reimbursement for certain services provided by the Fire Department. They include response to non-permitted burns $100 or actual expense, out of control burn permits response also $100, rescue calls $200, utility line problems $350 and nuisance incidents $100 for the first call and $50 addition for a second call or $150 and $200 for a third response within a 12 month period. The service charge for hazardous materials would be $250 per incident, plus costs of materials.

Response to vehicle accidents the charge would be a minimum of $100 and $250 if traffic control is necessary, absorbent application, scene clean-up and vehicle removal. The $500 charge would be if a victim had to be extricated from the vehicle, use of power/hand tools, traffic control in excess of two hours, incident scene reconstruction and excessive manpower is used.

A third ordinance is on boat launch user fees. An annual permit or daily permit would be required to launch boats from the Riverfront Park and facilities at the City Garage. The annual fee would be $12 for residents and $18 for non-residents. The daily fee would be $3 for both residents and non-residents. Violations would cost $25 for a first offense and $50 each for subsequent offenses. Revenue from the penalties would be used to maintain and improve boat launch facilities.

The parking ordinance ordinance would allow parking on a section of Maple St. and reducing the speed limit from 35 mph to 25 mph. in the 400 block of Maple St. to the Citgo Service Station.

At the Council meeting agenda items would include a proposed fee for use of the city dumpster at the city garage for large rubbish items. No residential building contractors, commercial contractors, commercial businesses or industrial facilities wastes would be accepted.

Proposed charges include $5 for vehicle tires, $10 for semi-tires, and $20 for heavy equipment tires. Also large rubbish for the dumpster brought by a passenger vehicle cost would be $10 and $20 each for a pick-up truck and single axle trailer and $35 for a double axle trailer.

Committee reports will also be made. Included will be an update on a meeting of the Personnel Committee to be held Thursday, May 2. The Personnel Committee agenda includes discussion on unauthorized personnel doing city activities for the clerk’s office.

Another item would be an update on the resignation of David Marquardt, parks director, who has resigned to accept a position with the Marinette County Parks Department. Also to be discussed is eliminating health insurance for the offices of mayor and city attorney as currently both do not take city insurance coverage.
