Marinette County Pay Study Updated
Marinette County Human Resources Director Jennifer Holtger delivered the most recent update on the ongoing Pay Study taking place in the county government to the Marinette County Personnel Committee at their Friday, June 14 meeting.
In meticulous detail Holtger explained the labor involved in pulling all of the needed information together as well as all of the internal meetings being conducted by the Review Team. The most recent meetings have been with Department Heads as examination takes place on current job descriptions. WiPFLI, the company hired to perform the job study, is currently doing external benchmarking for many of the positions.
Holtger told the Committee that the goal is to have the complete study back to County Administration by the end of July with a recommendation to come before the County Board in August.
County Administrator Ellen Sorensen added that the recommendation will probably contain a multi-year phase in period which will initially address those positions that are deemed to be underpaid, as well as other compression issues. Sorensen also indicated there will probably be some positions that are significantly overpaid, which could cause the County Board to bring back pay freezes for those positions until the market scale catches up to that level.
In other matters, the Committee forwarded with recommendation three personnel items from Health and Human Services. Those items included the immediate elimination of the vacant Financial Account Clerk/CSP Position, as well as the immediate creation of an additional Customer Service Screener and an Economic Support Worker positions in the departments Economic Support Division.
The new positions are 100 percent funded through the federal Patient Protection Affordable Care Act (ObamaCare) program.
A request for an extended leave of absence for an hourly county employee was granted. The leave, which includes no salary and no insurance, was requested after the employee had exhausted all other options including Family Medical Leave, Sick bank, etc. The County has received a medical note from the persons doctor indicating that the employee would be back on Oct. 29 with no medical restrictions on the type of work that can be done.
The monthly HR Report showed that as of the end of May, there were six medical claims reportable under Workers Compensation, but none necessitated lost time. However, Holtger pointed out that there are three claims pending which may result in one or more lost time claims.
Since the last meeting, countywide there was one resignation, one retirement and one dismissal.
Holtger also reported she is working on preparing the countys Return to Work program, with the plan is bring the review to the Committee at a future meeting.
Sorensen said she hired someone to fill the vacant Administrative Assistant position. The candidate was hired internally, coming from the Child Support Division.
Sorensen also shared a recent retirement exit interview she conducted with an employee. The comments were very positive and instructive. She also reported on recent outstanding suggestion that came in through the countys internal suggestion box. Sorensen said she was awarded a day off to a suggestion on environmental controls during the winter that will save the county well over $1,000.
Sorensen reported that the County Employee Clinic will open on July 1. The Grand Opening Celebration will feature a 1 P.M. special ribbon cutting after the next County Board meeting.
