Board Okays ATV Roads, Purchase Land For Park

Use of two roads for All Terrain Vehicle (ATV) use, purchase of land for a park, operator license and reports were among items of business when the Coleman Village Board met Tuesday, Sept. 3. Absent were trustees Jesse Parker and Diane Patz.

Besides board members also attending were Tom Behnke, Marco Mitrowke, John Krause, Eric Podoski and Elizabeth Podoski.

By a vote of 4 to 1, the Board approved the request of the North East Wisconsin Riders ATV Club for temporary use of two additional Village roads for ATV Use. They are West Main Street and Rosemont Street at a speed limited to 10 miles per hour.

There were some citizen concerns about the ATVs being allowed to ride where children are present. John Krause, vice-president of the ATV Club, stated that the road would only be used to get to the trails. The signage for the roads would read residential ATV access. Approval was given with Dave Podoski, Nancy Stank, Jeff Gosa and Glenn Woulf in favor and Wayne Smet opposed.

Following a closed session, the Board returned to open session reporting they had discussed purchase of 1.02 acres for a park. The land is owned by the Biundo family. By a vote of 5 to 0 the Board approved the purchase for $18,000 and the park will be named Lillian Park, after Lillian Biundo. The property would be purchased with either funds received pending the sale of property to the Dollar Store or from contingency.

In other action the Board approved an operator license for Carissa Marquardt working at Steiners.

During the Citizen Comment portion of the meeting, Marco Mitrowke expressed appreciation to the Village of Coleman for welcoming him and his wife to the community. He stated that he took a leap of faith and bought a house in the village and the community has made him feel 100 percent welcome. He especially thanked Glenn and Simone Woulf for opening their house up to them to watch the Packer Game and to Jeff Gendron for allowing him to use Gendron’s dumpster.

President Glenn Woulf updated the Board on the progress of S. Railway Ave. The curb was started and Risner will grade the road. The blacktop should be done by the end of September or the first part of October.

Trustee Dave Podoski read the monthly Police Department report. There were 34 complaints for the month of August. Eight adult citations were written for $2,423. There also 16 adult court dockets, 35 juveniles, one just cause hearing, and one case review. Police Chief Ida Soletske had 187.50 hours for the police, and Katie Torres had 50 hours for police and 58.25 hours for the Village of Coleman Court for August. Total miles on the squad was 35,218, of which 336 were put on in the month.

The Fire Department responded to eight calls in August. There two car accidents, three power lines down, one chimney fire, one structure fire and 1 C-O alarm for a total of 10 1/2 hours and 131 total man hours. Total calls year to date is 38. Training was a review of the structure fire

The Building Inspector reported that in addition to the usual permit issues the following contacts were made in August. Fire separation between garage and dwelling missing at 123 N. Franklin, written and verbal notice given to rental owner. Also grass needed cutting and the owner complied same day. A good amount of time was spent on mold issues at 162 S. Park and unsafe garage at 117 S. Park.

Building permits approved were Jeff Gross, 127 Meadowwood Drive, tear off roof and reroof, $6,000; Alexander Torres, 231 Business 141 N., reroof, sofit, fascia and gutters $16,000; David Dufeck, 123 N. Franklin Ave., electric work $900 and Mark’s Home and Garden, 11 S. Park Ave., demolish garage, $1,500.

The treasurer’s report was read by Nancy Stank and approved showing checking account of $17,207.93, Money Market Savings Account of $184,098.11, Money Market Savings Account of $243,134.08 for total cash on hand of $444,440.12.

Also approved were minutes of the August Board meeting by Julie Nosgovitz, clerk.
