Hwy. 141 Improvements Planned For 2014, 2015Issue Date: September 18, 2013
The state has no plans for widening Hwy. 141 between Beaver and Hwy. 180 at Wausaukee to four lanes in the near future, but there are plans for improving that busy 17.5 mile stretch of highway in 2014 and 2015. Planned improvements do include adding four passing lanes, improving intersections, extending the four lane segment through to 2,500 feet south of the Crivitz village limits, reconstructing structures crossing Smith Creek and Left Foot Creek and mill and overlay of all existing asphalt pavement. Proposed total cost of the project is $12 million.
Work plans and schedules were unveiled to a full house by Wisconsin Department of Transportation officials during a public informational meeting at Crivitz Village Hall on Wednesday, Sept. 11.
Detailed drawings were posted around the meeting room and staff were available to respond to questions regarding property the DOT will need to acquire, intersection details, etc. There will be temporary and permanent right of way acquisitions proposed for the project along the urban 4-lane in Crivitz, the passing lanes and at certain intersections along the construction area.

The project will be built in two stages. Work from Middle Inlet to Wausaukee is slated for summer of 2014, and the second stage, from Beaver to Middle Inlet, will be built during the summer of 2015.
Project Supervisor Dan Segerstrom stressed the work planned for the highway is not reconstruction, it is reconditioning.
The DOT informational sheet said traffic volumes on the segment of road scheduled for work has not reached levels required for four-lane conversions, so passing lanes will instead be added to increase safe passing locations.
The proposed improvements will consist of milling and overlaying the existing asphalt pavement, constructing four passing lanes from 24th road to Airport Road, Smith Creek to Townline Road, Trellis Lane to Moonshine Hill road and the Upper Middle Inlet Creek to Wisconsin 180.
Extending the urban roadway section in Crivitz to Owl Lane, 2,500 feet south of the village, also will provide increased passing opportunity and accommodate anticipated urban growth to the south. Segerstrom said curb and gutter will be added to the new 4-lane section south of Crivitz.
Plans include upgrading intersections and widening shoulders from McMahon Road to Martin /Nejedlo roads to accommodate bicycle traffic. Existing structures over Left Foot Creek, Smith Creek and select culvert pipes will be replaced.
DOT personnel said plans are to do the work under traffic as much as possible. There are no detours planned for the 2014 work from Middle Inlet to Wausaukee, as all construction there will be done under traffic. Throughout the construction period, delays can be expected for mobile paving operations and culvert replacement, but should be minimal, according to the DOT.
Detours, as brief as possible, are planned for early spring of 2015, before Memorial Day, when US 141 traffic heading for Middle Inlet and points north will be detoured along Hwy. 64 to Hwy. 180 at Marinette and then back to Wausaukee during construction of the new Smith Creek Structure. Access is to be maintained to all businesses and residences along Hwy. 141 during the project, and signs will be posted stating that the highway is open to Crivitz, Segerstrom said.
The second detour period will be after Labor Day of 2015, when US 141 traffic will be detoured along Hwy. 64 to County W during replacement of the existing structure over Left Foot Creek.
There was a bit of dismay over the long detour for the Smith Creek structure construction. Segerstrom agreed it is long, but said locals will certainly find shorter routes.
Asked if there is a state law requiring detours to use state highways rather than local roads, Segerstrom said the county has asked them to keep the detours off county roads, because they are not built to handle that kind of traffic.
