Town Brazeau Announce Changes at Recycling Center
At the Brazeau Town Board meeting held at 6:30 p.m. on Tuesday, Jan. 21 in the Brazeau Town Hall, Board members present at this meeting included Chairman Ryan Wendt, Clerk/Treasurer Jean Grosse, and Supervisors Gerald Kempka, Rodney Gretson, Scott Thompson, and David Parmentier.
Wendt stated that an estimate had been received to insulate the town hall. At this time, the town hall has no insulation, and is costing $3,700 a month to heat, he said. It would cost $6,990 to insulate and could be done without any major reconstruction to the building.
Supervisor David Parmentier informed the board he has been researching grants to improve the facilities at Memorial Park. He stated USDA grants could cover as much as 75% of the cost of improving the park. The town has $20,000 budgeted towards the improvement costs. Board members discussed possible improvements such as kitchen and bathroom facilities. They talked about looking at park facilities in Coleman and Pound for possible ideas.
The board set a special meeting for Monday, Jan. 27 at 6:30 p.m. in the Town Hall to discuss insulating the hall and the Memorial Park renovations.
During the meeting, clerk Jean Grosse announced there will not be a primary election Feb. 18 for the Town of Brazeau but for the regular spring election on April 1 officers up are for incumbent supervisors David Parmentier and Rodney Gretzon.
The board reviewed the preliminary draft of the Town of Brazeau dive team operating procedures and structure. Two changes were made to clarify language in the draft prior to its approval. The first change dealt with clarifying a section dealing with eligibility to participate in the dive team. Phrasing within the document was changed to clarify that a person must have no criminal convictions or pending charges on both a state and federal level. The second change dealt with who would be responsible for certain financial obligations. The language in the document was changed to clarify that it was the Town of Brazeau dive team that would be responsible, as opposed to just the Town of Brazeau. The board approved the draft with the changes.
The board also approved changes in the revenue handling policy for the Brazeau recycling center. It will now be required that money generated by the center be turned in weekly to the town treasurer, and that no more than $100 be kept at the center for making change. The board also discussed the possibility of not renewing their contract with the county for recycling services when it expires in October of 2015. If the contract is not renewed, the town would assume the responsibility of recycling for the town and keep any revenue generated. No decision was made on the issue at this time.
The board approved trails for the Brazeau/Bagley Snowmobile Club for the 2013/14 season. The board discussed road damage caused by grooming of the trails and by snowmobiles using the trails. The board plans to ask the club to submit their trails before snowfall next year in order to address these problems.
Kevin Gilbert, Brazeau Fire Department Assistant Chief, reported the department received four calls concerning carbon monoxide this month, but all were false. Gilbert added the department held two training secessions and that David Grosse, a former member of the Middle Inlet Fire Department, was approved as a member of the Brazeau Fire Department.
Sue Kanack, president of the Brazeau Rescue Squad, told the board that the squad received training in the administration of the drug Narcan, a nasal spray used to treat narcotic overdoses. Kanack stated this situation has occurred twice in the past. Kanack reported six emergency calls for the month, and one assist to the Brazeau Fire Department for a possible carbon monoxide poisoning. Kanack also mentioned refresher courses in CPR for emergency personnel that will be held on Feb. 21.
The board discussed ways in which the local lift stations could receive fire numbers. At this time, the six lift stations in the town are simply numbered 1-6, and personnel cannot search for these locations using a GPS device. Parmentier and Wendt will contact the county to resolve this issue.
The board discussed drafting a mailbox reimbursement/replacement policy. Wendt stated he would like a policy in place to deal with the possibility of a town plow knocking over a resident's mailbox. At this time, the town reimburses the resident from $25 to $55 for mailboxes that are damaged from plows. Wendt stated the town is willing to pay this amount, but would like residents to place their mailboxes between 24 to 30 inches away from the blacktop to avoid this issue. No policy was adopted but board members will continue researching the situation. Wendt stated if a policy were to be adopted, it would not apply until after the winter.
The board also approved the agenda, minutes for meetings on Dec.17 and Jan. 8, wage and general vouchers, and the financial report. The next regular meeting is Feb.18 at 6:30 p.m.
