Crivitz Village Residents Report Many Frozen Lines

The major item of business at the Crivitz Village Board meeting on Tuesday, Feb. 18, at the Village Hall, was the freezing of water lines. A committee meeting followed where it was decided that residents would be asked to keep their water running to prevent freezing lines. The board agreed to pay Richlen Excavating and Straight Flush for thawing frozen water at a total cost not to exceed $11,000.

In other water news, the board approved a motion to contract with Shenck, CPAs for water rate increase application services in an amount not to exceed $4,500. The board will apply to increase the village water rate. Clerk Marilyn Padgett stated the board has decided to seek a water rate increase due to increased operating costs.

Also during the meeting, the board approved an Ordinance Amending Title 9 of the Village of Crivitz Code of Ordinances relating to sewer use and user charge system. Ordinance #2014-01 deals with an account that was establishing following a Clean Water Fund loan that was originally taken to construct the wastewater treatment facility. As this loan was paid off in 2013, the village is making changes to the ordinance to ensure that the utility will have total discretion on the amount of savings and how they will be used, rather than an allowing an outside agency to decide this.

The board also approved the purchase of two fire department helmets from Paul Conway Shields for $400, and the purchase of 20 pairs of safety glasses for $800, with 50% of the cost to be reimbursed by a 2014 WDNR fire grant. The board also approved a motion for the department to contract with Fire Safety Consultants & Services for airpack flow testing in an amount not to exceed $800. The board approved a motion to allow J& T Electric to add items, including heat and additional lighting, to the Fire Station generator for $600. The Fire Department will dispose of old NFPA non-compliant turnout gear provided any Crivitz identification is removed from the gear prior to disposal.

Approved was a motion to contract with Dama Plumbing and Heating to repair the Village Hall heating system at a cost not to exceed $1000. The village hall will have three items repaired. Zone valves responsible for heating the foyer and an office will be replaced. A small motor in a fan in the foyer of the building will also be replaced. The third repair that will be done is maintenance on the boiler.

The board approved a payment not to exceed $3,800 to Northern Lake Services to perform water testing to maintain village compliance with the Safe Drinking Water Act. Also approved was payment of $625.00 to the Wisconsin Supreme Court for 2014 Judicial Education for Municipal Judge, Carl Greene.

The baord approved a payment to Local Government Property Insurance Fund for $8,772 for the 2014-15 premiums for property and auto physical coverage.

The financial report for January was approved. It was reported the ledger balance for the Total TIF Fund was $389,654.69 and the bank balance for the tax collection was $622,984.65. The balance for the sewer fund was $332,218.80 for the total water fund was $101,694.05. Balance for the general fund was $518,934.89.

The board also approved a motion to pay Community Insurance Corp. for deductible expense on the Czerniewski and Congine claims for a total of $ 1,924. Members okayed a motion to pay J&T Electric $533.69 for holiday decorations.

In other board news, a blanket permit for construction, operation and maintenance of telephone lines was granted to CenturyLink. Operator’s licenses were approved for Roxanne Braun, Lisa Lorenz and Ashley Uhl. The board also approved a motion to grant St. Mary’s Church the use of the Village parking lot for their car show on May 17. During the meeting, a motion was made to hire a public works part-time employee. The motion to hire the employee failed due to lack of a second on the motion. The agenda and the minutes for the previous monthly meeting were also items approved.

On Wednesday, Feb. 19, the Village of Crivitz Utilities Committee discussed freezing of village waterlines. It was decided the board will ask all village residents to leave water running in an effort to prevent frozen pipes due to the extreme cold weather conditions. The village requests residents open one cold water faucet to allow a stream of water about the width of a pencil to run. The water should be run continuously until further notice, and any problems should be reported immediately.

The board assured residents that water is still safe to use and drink. Customer utility bills will be adjusted for extra water use during this emergency water run. The board urged residents to watch the newspapers, Village website and other media sources. Residents experiencing any problems or would like more information, the utility can be contacted at (715)854-2030 or (715)927-7778.

The board decided to ask residents to run their water due to numerous frozen water lines that have occurred because of the extreme cold. Employee Supervisor & Utilities Operator Glen Frazen stated many of the freezes have occurred in locations where the water main crosses a road. Franzen also stated that in areas that have been plowed, the frost line extends up to seven feet underground this year, and that this has contributed to the many freezes that have occurred.
