Grover Town Board Awards Road Bids, Grants Licenses

The Grover Town Board meeting Wednesday, June 4 awarded a contract to Northeast Asphalt of Green Bay to rebuild the road base, surface, and shoulder of a one mile section of Loucks Road from County W to east of England Road. The $109,591.80 bid will result in a 20 foot wide asphalt road with two foot wide limestone shoulders. A Town Road Improvement Program (TRIP) grant from the State of Wisconsin will pay $27,281 toward cost of rebuilding the road.

The Board also awarded two contracts for the rebuilding of the entire length of Seefeldt Road. Dan Risner and Son Excavating of Pound will provide the limestone for the base at a cost of $20,120.85, and Scott Construction of Lake Delton will pulverize the existing pavement and provide the cold mix asphalt for the road surface at a cost of $75,800.

The board examined the five bids for Loucks Road and the four bids for Seefeldt Road for almost half an hour. After the TRIP money is refunded to the town, they estimate that the two road building projects will exceed the Town’s road construction budget by about $17,775.

Chairperson Wayne Stadl presided. 

The Board also awarded liquor, tobacco sale, and operator licenses that will be valid from July 1, 2014 to June 30, 2015. Operator’s licenses were approved for 40 people, tobacco sales licenses to Eagle Express and Northpoint Exotic Dance Club, liquor licenses to The Spot, Northpoint Exotic Dance Club, Vernon Hills Golf Club, George Webb Restaurant, Eagle Express and Biundo’s Restaurant.

In other action, the Board approved a request to have one-way traffic on Hartwig Road for the Marinette County Breakfast on the Farm planned for Sunday, June 29.

Supervisor Wayne Hoffman will seek information on the cost of repairing a ditch off Forest View Road. Members also voted to seek a bid not to exceed $1,500 from Peshtigo Asphalt to do shouldering work on a section of Track Lane. The Fire Department will remove falling trees obstructing town roads as needed. Members also received a report that the Marinette County Highway Department is repairing a road drainage problem in Harmony.

Zoning Administrator Kim Kittredge reported she had issued one fireworks permit, two building permits, and one variance from zoning regulations. She also reported on a problem with one homeowner who has removed the culvert in his driveway in violation of zoning ordinances. Kittredge received complaints from neighbors about water backing up onto their properties, and she has been unable to reach the homeowner.

Clerk/Treasurer Lisa Witak reminded supervisors that Garbage and Recycling contract with G and S Refuse of Oconto Falls ends on Dec. 31, and asked if they wanted to put it out for bids. Because bids have not been sought in five years, they decided to seek bids later this summer for a contract to begin in January of 2015.

Supervisors also set tOpen Book for Tuesday, July 8 from 6 to 8 P.M.  Residents who want to speak with the assessor about their property assessments can come and ask questions and discuss their situations. A Board of Review meeting is planned for Wednesday, July 23 from 6 to 8 P.M.

U. S. Representative Reid Ribble sent a letter to the Town Board notifying them he plans to visit the Town on July 1. The Harmony Cemetery Association sent a thank you note for the Town’s gift of $1,000.

The Board approved payment of 16 bills in the amount of $11,000. Witak also mentioned the Town’s ambulance bill was much higher than it had been in recent years. 

Hoffman told the Board he made arrangements for repairs to a section of the Town Hall’s roof that had not been constructed properly and was leaking water. Road Supervisor Ben Noack stated the lawnmower needed new blades, and he was in the process of purchasing them.

The Board will meet next on Monday, July 14 at 6 P.M. in the Town Hall.
