Pound Fireman's Picnic, Car Show Both In June

Issue Date: June 14, 2018

June is a busy month for the Village of Pound. The big annual Volunteer Fire Department Picnic weekend runs from Friday, June 15 through Sunday, June 17; and then two weeks later, on Saturday, June 30, the village hosts the annual car show. Plans for both events were discussed at the monthly Pound Village Board meeting on Monday, June 4.

Public Works Director Kevin Schutte, and his wife, Trish Schutte, Clerk/Treasurer for the village, have been busy making final plans for the car show. Clerk/Treasurer Schutte said if any board members would like to help it would be much appreciated.

Trustee David Navis asked if liquor would be sold at this event, and was told they sell beer and wine coolers. Navis stated that he doesn't agree with selling liquor at this event and would like it stated for the record. He then moved not to sell liquor at the Village of Pound Car Show. The motion was seconded by Trustee John Homontowski, but failed on a three to two vote. Voting against the motion, and thus in favor of continuing to sell beer and wine coolers at the car show were Village President Terry Earley and trustees Mary Meyer and Jerry Rogge.

Each year in July licenses permitting the sale of alcoholic beverages come up for renewal. Clerk/Treasurer Schutte said renewal applications for Village of Pound businesses were submitted for R-Store #18, Cottage Bar & Grill, and PaPa Bear's. She said all are current with their accounts and maintain their property in accord with village ordinances. Motion to approve all Alcohol License applicants as listed was approved by three to two vote, with trustees Navis and Homontowski opposed and Navis, Meyer and Rogge in favor.

Schutte reported the former grass batting cage area in the village's Edward Gengler Memorial Park ball field has been resurfaced with crushed stone as requested by the ball teams. The work was done by Dan Risner Excavating at no cost to the Village. Dan Risner and his wife, Jackie Risner, donated the work that would have cost about $531. The board and Schutte expressed a big "Thank You" to Dan and Jackie Risner.

Kevin Schutte stated approximately 1,000 yards of topsoil from construction in the 141 Business Park is going to be sold to Dan Risner Excavating. The top soil that remains will be used by the village on the Walker Street project and for other lawn care projects in the village.

Kevin Schutte said there was low participation in this year's Spring Clean-Up Day. During April he had done a lot of grass mowing and fertilizing.

Kevin Schutte reported the contractor has informed him work on the Walker Street Local Road Improvement Fund project will start on Monday, July 9.

Related to that, after being assured by Clerk/Treasurer Schutte that everything in the resolution was in order, the board without dissent approved a resolution for the final special assessment on the Walker Street South project for curb and gutter at a cost of $13.05 per lineal foot.

Fire Chief Jared Edgecombe reported the department responded to three vehicle accidents and one DNR fire call during the past two months. He said the six month inspections are half done and will be finished soon. Plans are in place for the annual Firemen's Picnic on the weekend of June 15 through 18. Events start with the Beaver-Pound Little League Tournament ball games on Friday. The tournament continues on Saturday, when there will also be Hubert's Antique Tractor Pulls, NEW Motorsports Truck and Tractor Pulls,  DJ Music, Sweepstakes Drawing and fireworks at night. Food and refreshments will be available on the grounds, and no carry ins are allowed.

In April Dennis and Sandra Lepinski came to the Village Board to discuss tentative plans for a possibly 12 unit mobile home community on a property they own in the village. Discussion included the fact that a village owned drainage pipe runs through the property, and parts of it need to be drained. The pipe, placed there decades ago, needed replacement. At the June 4 meeting the Mr. and Mrs. Lepinski and Jeff Lieuwen of Rob Kamps Land Surveying were present to discuss the drainage pipe and easement matters. The village will put in a new pipe through the Lepinski property as part of the village drainage system. Kevin Schutte said he had gotten a price of $13,996 for the 24" x 30" oval concrete pipes. Excavation work is to be done by Dan Risner Excavating for $4,720, bringing the total cost to $18,716. The pipe is to be installed straight across and not at the diagonal as it is currently. The board spent some time discussing the easement, who will do the work and maintain it after installation. There also was discussion of the sidewalk easement currently on the west side of the Lepinski property.

Lieuwen stated he would do a "public dedication" for the sidewalk easement that would cost approximately $500. The next step would be to get all easements correct and satisfied before the new drainage pipe is installed. Motion to hire Jeff Lieuwen of Rob Kamps Land Surveying to do an easement for the sidewalk on the west side of the parcel from the corner of Main Street and County Q north to the end of parcel as a Public Dedication was approved without dissent. This will be done for either the July or August meeting.

Clerk/Treasurer Schutte told the board she had made an adjustment to the current Community Center Rental Agreement by adding an "Hourly Fee" option at $10 per hour for a specified time period and on specific days per week Homontowski asked if the this included the kitchen and was told it does not. Motion to approve the Community Center Rental Agreement change as written was approved without dissent.

Clerk/Treasurer Schutte told the board that on the Board ofReview training it was mentioned that municipalities should have an ordinance regarding information confidentiality. She had taken a sample ordinance, written by Attorney John Macy, from a template in the Board of Review training materials. The board approved the ordinance without opposition.

Another ordinance, this one relating to selection of Board Of Review members, also was approved without dissent. Board of Review members selected for the village are Earley, Rogge, Meyer and Clerk/Treasurer Schutte.

In preparation for this year's Board of Review, an Open Book session with R & R Assessing on hand will be held from 2 p.m. to 6 p.m. on Thursday, June 28. Members of the public can come to talk with the assessor and look over the assessment rolls. Board Of Review will be held from 6 p.m. to 8 p.m. on Monday, July with the selected board members and the Assessor on hand. This is the time for a taxpayer to come before the Board of Review to make a case for property assessment changes, Schutte said.

She explained to the board that another ordinance amendment, one governing stormwater management, will affect Walker Street residents. It requires anyone with availability to the village stormwater system to connect their sump pump. Motion to approve that ordinance change as written was approved without dissent.
