Town Of Peshtigo Board Discusses Bill Deadline

Issue Date: July 19, 2018

An ongoing agenda item about the contractor bills submission deadline date was finally resolved at the Tuesday, July 17 Town of Peshtigo meeting.

Chairperson, Denise Wiedemeier stated contractor bills must be at the town hall by the Tuesday, one week prior to the monthly board meeting. Road Supervisor, Mark Monnette questioned, "What size and scope of the project are we talking about, any and all projects"? Wiedemeier responded with "Anything we put bids out on".

After the board discussion, it was finalized the deadline will apply to all planned projects that are put out for bids or quotes, excluding snowplowing, county projects, and emergencies including, but not limited to grading or trees down that need immediate attention and cannot wait for the bid process.

Town Clerk, Clarence Coble announced the Partisan Primary of which voters can only vote one party, will be held Tuesday, Aug. 14 at the Town Hall. In office/absentee voting dates at the Town Hall will be available on Tuesday, July 31, Thursday, Aug. 2, Tuesday, Aug. 7 and Thursday, Aug. 9 between the hours of 9 a.m. and 2 p.m. In further election news, Jim and Connie Doemel were approved to be election inspectors.

A request from John Bayer for seven properties including half of the road of property located on the south side of Hwy 41 be approved as property attachment to Town of Peshtigo.

Prior to the new Highway, these properties were part of the City of Peshtigo. The detachment from the City of Peshtigo has been approved and the Board approved the seven properties to now be part of the Town of Peshtigo.

Four bids were opened at the meeting for removing the hills on Rehms Road including Scott Construction at $12,670, Franks Inc. at $10,150, Road King Excavating at $8,700 and Richlen at $28,515.

After discussion the board stated they cannot drag this project out any longer and a decision was made to go with the lowest bid from Road King Excavating.

The Town of Peshtigo will soon have the ability to accept credit cards for payment for taxes, fees or major recycling charges at the Town Hall. Those interested in using their credit card to pay for charges can use their card during normal Town Hall business hours. There will be a service fee to the customer of $3.75 added to the total for each transaction processed.

Recycling fees can be processed on credit cards in advance at the Town Hall during normal business hours for larger dollar amount items such as appliances. A receipt will be provided for the resident to bring to the recycling center when dropping off items at the center.

In his committee report, Monnette stated the recycled black top will be delivered on Thursday, July 18 from Biehl Construction and the road crew will work on projects when time allows.

Rich Siels, Assistant Fire Chief, reported there were several fire calls including three for downed power lines, three for vehicles and one for smoke in building. Air bottles were tested resulting in five of the bottles being put out of service. The department also toured the new hospital.

Siels also mentioned upcoming activities with National Night Out to be held Tuesday, Aug. 7, The Town of Peshtigo Fire Department Golf Outing on Friday, Sept. 7 and the Fire Department Open House Saturday, Sept. 15.

A monthly update was provided by Chris Behrend of Tyco on their on going water testing. As part of the work plan that was submitted to the Wisconsin Department of Natural Resources (DNR) in March 2018, Tyco has been conducting additional investigations of groundwater, soil, ditches and surface water in and around the Fire Technology Center (FTC) in Marinette and the Town of Peshtigo.

In following that plan, they collected surface water samples in two ditches that run through and near the FTC and lead into the waters of Green Bay. The laboratory results for those samples from the ditches have been received and PFAS has been detected in the samples.

Due to the locations of the ditches and proximity to the Bay, TYCO is focusing their efforts to determine the pathways of these compounds entering the ditches and to identify potential interim measures to address the PFAS in the ditches. They are closely working with the DNR to obtain approval for the work plans and necessary permits to remove the compounds from the water that is flowing through the ditches.

There is no information indicating that the water in the ditches is used for drinking water purposes, but are still considering this as a current priority. TYCO takes these results seriously and they are moving immediately to consult with the DNR on the interim action steps to be taken. TYCO is moving quickly to collect samples from other ditches in the City of Marinette and Town of Peshtigo that have not been sampled to date.

In answer to Monnette's question at the June 19 Town of Peshtigo meeting of "What is being done for those people's wells that have been tested that are either above or below the Health Advisory Level (HAL)" .

Behrend responded, residents were being supplied bottled water but some people found it a nuisance to use bottled water, so TYCO offered the Point of Entry Treatment (POET) system to all those residents of wells that have been tested and 37 POET systems were installed for those who accepted the offer.

The POET system is designed to address an entire home's water issues, as opposed to simply just drinking water issues.

TYCO will continue to be transparent and keep the community and all interested parties informed of the progress in finalizing these interim action steps. In ending, Wiedemeier thanked Behrend for TYCO being very transparent with the community and Coble also thanked him for the monthly updates.

The next Town of Peshtigo meeting will be held Tuesday, Aug. 21.
