Marinette Council Awards REC Center Bid of $989,950

Special Public Works and Finance and Insurance Committee meetings were held Monday, July 30 at Marinette City Hall to discuss the condition of the Marinette Mausoleum, internal signage and exterior metal wall panel replacement at the Community Sports and Events Center and Capital outlay requests.

First on the agenda was an exception request waiving the requirements of competitive bidding for repair of the City of Marinette Mausoleum. With the amount of snow received from snowstorm Emily along with larger amounts of rain than usual this spring and summer, the roof on the mausoleum is leaking and in dire need of repair.

There is significant structural damage to the roof and the integrity of the building is in jeopardy. The damaged roof caused flooding in the building after the most recent rainfall due to holes in the roof and the building.

The roof membrane has and continues to pull away from the parapet wall allowing rain water to freely enter the mausoleum. Emergency repairs were made to the membrane at a cost of $5,000 but were not guaranteed at that time they would even hold.

Emergency repairs proved to be unsuccessful and it continues to pull away from the wall. If the carpeting continues to get wet from the rain, there may be a mold issue to deal with and also possible damage to the electrical system, which is a safety concern for employees and visitors.

Jackie Miller, City of Marinette Finance Director stated immediate action is needed to eliminate further damages to the structure. Miller noted John Berman will honor the contract from last year.

For the reasons stated above, the disrepair of the structure constitutes an emergency entitled "Exception as to Public Emergency", resulting in Public Works to not be obliged to follow the normal bidding procedures and go forth with repair of the structure as quickly as possible in a cost effective and efficient manner.

Alderperson Ken Keller, questioned why this wasn't bid out earlier? Alderperson John Marx stated there was an original quote received on July 25, 2017 but it didn't go out for bids. Marx also said, "I would agree to move forward, unfortunately we are sitting here on July 30, 2018 and still not a plan in place and the full amount was budgeted for. We should always look to bid a project out but the damage needs to be repaired now. I suggest we go forward with fixing the needed repairs and put the carpet on hold until a further plan is in place to finish all the repairs".

Alderperson, Jeff Skorik said "I agree, although this process isn't typically what we do, but before going into winter, we need to react now and get repairs underway. This typically isn't how the Council would move forward with projects, but if we wait for the bidding process, it is only going to get worse with mold, mildew and more damage".

Marx said, "Tonight we are looking for a waiver of current policy to get these repairs completed".

After discussion at the Common Council Special Meeting, it was unanimously approved to go forward with the repairs and accept the proposal from John Berman of Northern Home Improvement in the amount of $47,785.

Other items addressed at the special Public Works meeting were bids for internal signage and also exterior metal wall panel replacement at the Community Sports and Events Center.

Gavin Scray, Executive Director of Recreation and Events said "We are ready to install the ADA (Americans with Disabilities Act) signage, Donor wall signage and Way finding signage". Bids were received from Creative Sign Company Inc. of DePere at a cost of $30,865 and from Colortech of Wisconsin Inc. of Green Bay at a cost of $35,668.35. Scray suggested to accept the lowest bid.

A motion was made to accept the lowest bid from Creative Sign Company and was later approved at the Special Common Council meeting.

Duane Grove, Architect at Sommerville Inc. Architects and Engineers, discussed the bids for Exterior Metal Wall Panel Replacement at the Community Sports and Event Center. Four bids were received Thursday, July 26. They were IMS Contracting at a cost of $1,428,211 Roy Ness at $1,384,500, C & C Service at $937,000 and Boldt Construction at $ $989,950. The bids were were reviewed by the Board of Public Works on Monday, July 30 before recommendation was forwarded to City Council at the special meeting.

Grove presented the bids and recommended to decide between the two lowest bids of C & C Service and Boldt Construction rationalizing what was more important, a lesser completion date or a lesser cost.

C & C start date would be the end of January 2019 and Boldt would be able to start the end of December 2018. Both are certified installers using products within the specification guidelines. The panels will be identical to what was installed, other than the existing panels are smooth on the outside and ribbed on the inside. The new panels will be ribbed on both sides and are of the same integrity of the existing panels. These panels will be used due to unavailability of the existing panels and not to cause further delays of the project.

In the scope of the project, there can only be as many panels removed that can be replaced in one day. Many comments were made in regards to time frame of the project. Mayor Steve Genisot said, "Time is of the essence, the sooner we get in this building, the better it is for all. We need to look at all the components of the project, especially the time-line".

Conversations were had including, If going with the lower bid starting in January, which could result in further delays with unpredictable weather conditions in January in final gluings, installations, etc. versus going with the higher bid and getting completed earlier without the severe weather conditions like we get in January. Also questioned was if there was a salvage or removal cost of the present panels and Grove said, "The contractor who is awarded the bid is responsible for removing the panes and has the rights to the panels to do with what they want to resell or re-use".

Grove commented, What is the value of time? You will have to decide if it is worth $52,000 to go with the higher of the two bids to get the project completed on time or take the chance of running into weather conditions and delay the completion time frame?

In response, Genisot commented, If starting later, we would still have the cost of one month of heating cost of heating a partially opened building with no construction activity going on versus starting sooner to get completed sooner and save some on heating costs.

Marx brought up the issue of existing moisture in the insulation and doesn't want to go forward with the wall panel project if the moisture problem isn't taken care of and incur more costs and delay having to redo the panel installation to correct the moisture issue.

Scray said, "Nasco will still continue to address the moisture issue. The roof and wall panels are independent systems and Ness is obligated to fix any problems with that warranty. The key is to get the HVAC system running in those spaces to eliminate those concerns".

After further discussion, a motion was made to accept the higher of the two bids to get the project done sooner and eliminate further delays with possible in-climate weather conditions in January. The motion was approved later at the special Common Council Meeting to award the bid project to the higher bidder to Boldt at a cost to the City of $ 989,950.

With the myriad of construction issues surrounding the project, the first original completion date was set for March of 2018, but with weather not co-operating and the construction issues, the date was pushed to April and now with the wall panel and insulation moisture issues, the completion date is pushed out to end of December.

On a good note, inside final touches are almost done and once completed the facility will be able to host concerts, trade shows and sports activities including Ice Hockey, Soccer, Baseball, Softball, Basketball, Tennis, Curling and Indoor Track events.

The building consists of three sections including a turf gym, a traditional gym space and an ice hockey rink, of which all three are connected by the front hallway along with restrooms, meeting rooms, offices, storage space and locker rooms.

Of several Capital Outlay projects budgeted for, three items were approved at the Special Common Council meeting, including Law Enforcement Software at a cost of $63,516.67, IT Network redesign at a cost of $110,000 and the Mausoleum roof and interior repair at a cost of $10,000.
