Stephenson Electors Act On Wages, VFW Memorial

Crivitz--Wages for elected officials, LED sign for notices, spring cleanup dates, elimination of the Town Plan Commission, speed limits and VFW Memorial were among items of business when the annual meeting of electors of the Town of Stephenson was held Tuesday, April 15. A total of 24 persons attended and several issues passed by only one vote during the one hour meeting.

By a vote of 23 in favor to one opposed, electors will keep the wages of officials the same as in the previous year upon motion by John Karweick, seconded by Barb Kikulski.

Spring Clean Up for May 18-24 for road sides and not personal yard clean up was approved by a vote of 24 to 0 on motion of Darrell Pentico, seconded by Jerry Ronowski.

Referred to the Building & Grounds Committee of the Board was a request by Linda Matzke to purchase an LED sign, (light emitting diodes) at the town hall so citizens do not have to get out of their cars to see an agenda and information. She displayed a picture of a 31-inch by 13-inch sign that would cost $585. She felt more citizens would attend attend meetings if they knew what was happening. It was suggested the Board could rent a sign first to see if it would increase attendance at meeting.

Linda Matzke also questioned why all the town ordinances are not being followed and there is a person to enforce them. Why do they only get taken care of if there's a complaint and the rest of the time ignored?

Chairman Mike Kudick stated they do not get ignore, however, if we are not aware of them, how can we act on them? Matzke then asked that the Board look in to setting priorities and then have the Code Enforcer check them out.

Matzke then made a motion that the ordinances be checked and prioritized so the Code Enforcer can enforce more. Barb Kikulski offered a second. Attorney Kim Coggins reported it was only advisory. The motion failed and the vote was 3 in favor, 9 opposed, and 12 abstaining votes.

Jerry Ronowski commented that he thinks the sign would be a good idea. He also commented that the Code Enforcer can't just go around on 212 miles of road looking for things that are wrong. He has to work off complaints.

An advisory motion to eliminate the Plan Commission was approved on a motion of Ron Matzk, seconded by Linda Matzke. The vote was 7 in favor, 6 opposed and 11 abstaining votes.

Barb Kikulski commended the Board for a good job maintaining the budget and keeping the town debt free. She then made a motion to look in to reviewing Title 2 of the Ordinances, mainly the General Administration portion. It was seconded by Ron Matzke and it was determined an advisory motion and the vote was 7 in favor, 5 opposed and 12 abstaining.

Discussion was held concerning how persons could get on the agenda for meetings and also why the committee meetings have Board members and no other electors on. Kikulski asked that the public be allowed to speak at meetings without having to be on the agenda.

Chairman Kudick stated that the electors can call or e-mail any Board member and meet with them whenever they want to and discuss something. However, when there is a meeting, they must follow an agenda. Supervisor Lieuwen stated that an agenda is for the good of the public so they are aware of what the Board will be discussing and acting on.

There was also discussion on how the agenda is set for meetings which was cleared up by Kudick. Barb Kikulski then asked that the committee meetings be more citizen friendly.

Minutes of the April 16, 2013 annual meeting were approved on motion by Darrell Pentico and by Ron Matzke. The vote was 24 in favor and none opposed.

By a vote of 24 to 0 the financial report was approved on motion by Jim Stradal and seconded by Jerry Ronowski.

Approved were the budget hearing minutes of Nov. 11 on motion of Darrell Pentico seconded by Jim Strada with 24 in favor and 0 opposed.

Postponed was the budget portion of the annual meeting until Monday, Nov. 10, on motion of John Karweick, seconded by Jerry Ronowski. The vote was 24 to 0.

An advisory motion to have the town standardize speed limits, particularly on Parkway Road to 35 miles per hour was approved by 18 in favor, one opposed and five none votes on motion of Glenn Goetz seconded by Kevin Krychowiak. Electors commented that with all the changes in speed, it is like a speed trap.

An advisory motion to have a VFW memorial placed at the town hall was approved by 19 votes in favor and 5 opposed on motion by Barb Kikulski, seconded by Linda Matzke. More information will be obtained to see about getting the memorial in place.

Linda Matzke asked about having Twin Bridge park give a yearly sticker for people walking in. Supervisor Lieuwen stated the park is a County park so the town would have no say. However, there is no charge for walk ins that he is aware of.

In other action, a list of roadwork proposed for 2014 was listed follows:

1. Newton Lake Road - County A to High Falls Road 1.83 miles. Full wedge and overlay by 22 feet.

2. Newton lake Road - Kottke Road south 1.28 miles to test plot near High Falls Road. Overlay 1.5 inches of asphalt by 22 feet.

3. Thrush Road .61 miles. Blacktop 2 inches by 20 feet.

4. Deer Lake Road - County X north .83 miles to Dellis Lane. Reconstruct and blacktop by 22 feet

5 Deer Lake Road from Boat landing 7 Road 1.05 miles to Molly Four Rd. Wedge and overlay by 22 feet.

6. Kanikula Lane first 500 feet. Asphalt 2 inches by 18 feet.

7. Noquebay Road from Lakeview Road west .95 miles to new blacktop. Reconstruct and blacktop by 22 feet.

8. Spring Lake Road 1.03 miles. Single seal by 20 feet.

9. Wood Duck Lane .71 miles at cul de sac. Single seal.

John Karweick asked why Kanikula Lane was on the list to be done. Chairman Kudick stated that the roads listed are only proposed. None have been specifically chosen. Kanikula Lane was a request by a person who has breathing problems and will be look at being done if there is an amount of money in the budget. None of the roads listed are being done for sure.

Ron Matzke asked if the property on Parkway Road, near the park, has been deeded to the County. Supervisor Lieuwen stated it has not. Matzke asked if rocks could be placed to keep traffic off of it. He was informed the town will look in to it.

Frank Cacciotti stated he has lived here four years and would like to thank the town for the way the roads were taken care of this winter. A great improvement over last year. He also thanked the town for the water patrol last year and they were a terrific improvement over what they had the prior years.

Motion to adjourn was made by Linda Matzke seconded by Darrell Pentico. The vote was 23 in favor and 1 opposed.
