Public Budget Hearing, Special Meeting Nov. 12

The regular monthly meeting of the Town of Athelstane was called to order by Chairman Kelly Barnes on Tuesday, Oct. 8 at 7 PM at the Town Hall. All officers were present and 13 residents. The Pledge of Allegiance was recited.
Approved were agenda, minutes and financial report.
In Communications: Chairman Barnes clarified the encroachments on Glen Lake Road. There also are encroachments on town property which will be resolved with deed exchanges which will benefit the property owners.
The attorney has sent letters to the property owner on Nelson Road regarding the gate issue, there has been no reply yet. A letter has been sent to a property owner on Tetlow Terrace.
Crack sealing of roads was completed.
Barnes mentioned there is major work being done on Bolander Landing Road. This project is encouraged by the county and is a joint venture between the DNR, the county and the town which will improve the water quality.
Under Public Comment, Greg Reinhard said the speed limit on a road in Dunbar has been reduced to 45 MPH because of the hills and curves. He also said the City of Marinette fined someone $1,200 for a dog running at large and not being vaccinated. Reinhardt praised the town crew for the work that is being done on Bolander Landing Road. He said the town can be proud of this crew that works together. He did have a concern about a 6" pipe going out into the lake. He suggested to make it removal or assessable for cleaning.
Fritz Schneider had a concern regarding the recycling fee for TV's of $40 and $50 on clean-up day. The town has a card system for the property owners in Athelstane which may be out of date so the system may need to be upgraded and enforced.
Jobelius questioned the thickness of the blacktop on Northway Drive " 2 inches or 3 inches. Barnes said it should be 4 inches, but if the thickness was 4 inches they could only do 1/4 of a mile for $62,000. Using 2 inches they can do 1/2 mile for that price.
Fire Chief, Scott Durian, gave the Fire Department report which had one meeting, and two training meetings. They were called to an ATV vs. truck accident on a Forest Road.
Greg Reinhardt gave the Treasurer's report of $420.16 inChecking,
$184,570.74 in General Money Market, $127,454.54 Tax Money Market, and $120,000.00 Local Government Investment Pool, totaling $ 432,445.44.
Kelly LaCount in the Highway report stated hhey are prepping Northway Drive for blacktopping and working on Bolander Landing Road. The next project will be mixing salt and sand.
In Old Business David Jose motioned to grant permission to the Chairman to pursue any grants available to improve the boat landing on Bolander Landing Road. Motion carried.
In New Business Kelly Barnes motioned to eliminate an out lot on the east side of Northway Drive at Bennet Road by allowing that piece of land to be deeded to the town. (NE 1/4-SW q/r of Section 21, T35N R19E laying east of Northway Drive). Motion carried.
Denis DeJardin motioned to give the clerk permission to apply for an Election Security Subgrant up to $1,200 thru the Wisconsin Election Commission and carried.
Denis DeJardin motioned to purchase an Ariens 24" deluxe snow blower for the recycling center from Northwoods Power Equipment for $989.10 and carried.
Denis DeJardin motioned to have the Budget Workshop on Monday, Oct. 14 at 2 PM and carried.
Jose motioned to set the date for the Public Budget Hearing and a Special Meeting of the Electors to set the levy on Nov. 12 at 6 PM and carried.
