Stephenson Board Meeting on Fire Truck InsuranceIssue Date: March 18, 2020
Chairman Mike Kudick called the Town of Stephenson meeting to order at 7 pm on March 11. He led everyone in the pledge of allegiance and roll call showed besides Kudick, present were Supervisors Jeff Franzmeier, Jeff Lieuwen, Rogers, and Jim Stradal, Treasurer Kempka, and Clerk Elaine Olson, along with Attorney Kim Coggins and 10 others.
The agenda and minutes were approved.
Treasurer Kempka's financial report showed as of Feb. 29, balanaces were Stephenson National Bank General Fund $134,105.38, Nicolet Bank Tax Money Market $1,785.42, LGIF #1- Operating Account $464,690.08, LGIF #2-2% Account $75,645.05, LGIF #3-Depreciation Account $1,004,824.24, and LGIF #4-Tax Account $665,312.44. The board approved and paid vouchers #49039 through #49106, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Stradal second by Supervisor Franzmeier.
Department reports were given for Fire by Chief Stradal, Public Works and Recycling by Superintendent of Public Works, Craig Baeten, Code Enforcer and Canine by Clerk Olson and Building Inspector by Jane Meissner.
CSM 2020-04 by Rob Kamps Land Surveying for Scott and Alissa Boucher, for two lots.
There were two quotes given for insurance for April 1, 2020 through March 31, 2021 with Jim Pickett for Rural Insurance and Niel Larsen of EMC Insurance. Following both presentations, the Board asked questioned and was given more information. Stradal moved to table the decision on the insurance to a Special Board meeting set for March 18 at 7 pm.
Steve Marvin asked if Rural Insurance would cover the cadet program with the Fire Department and if there would be an extra charge by either insurance carrier when the Fire Department gets their $150,000 truck. The cadet program is covered by EMC at present. Pickett will check with Rural and both stated there will be an extra bill for another vehicle. A vote showed all in favor.
Rogers made a motion to approve the price for the locks and doors at the hall with the amendments of additional cost for locks for two more doors and a handicap entrance door system. Darrell Pentico asked what device was going to be used for the opening of the doors, and Kudick stated it is fobs and cell phones.
A private portion of a roadway currently called West Shore Drive was requested to be renamed to Thomas Lane to get the fire numbering system to coincide with other numbers on that section. The residents of that section of the road already use a Thomas Lane address, so they are not opposed. This will satisfy Marinette County mapping also. Stradal motioned to agree with naming that portion of the private roadway Thomas Lane.
Sheila Bins, Connie Boeck, Robert Boeck, Sharon Starks, and Sandy Thomas are election inspectors for the 2020 / 2021 cycle.
The Centurytel application for a construction permit was tabled to the March 18 for a special board meeting, for a corrected agenda.
An event permit for Packerland Bass Club was approved for July 11, at Boat Landing 3 for a fishing tournament, and a Class "B" one day picnic license was granted to Packerland Bass Club for July 11.
Under Public comments, Dave Bentzler thanked the Public Works and other town employees that have filled in for him while he is recovering from surgery.
