Crivitz Committees Give Nod To Rescue Squad, Court Agreements

Issue Date: October 14, 2020

Budget issues for next year occupied much of the discussion at a series of committee meetings in preparation for finalization at the Crivitz Village Board meeting at 7 p.m. on Tuesday, Oct. 20. Once the budget is accepted it will be published prior to adoption in November.

The Finance Committee, chaired by Trustee Fred Franzen, happily okayed the 2021 contract offered by Crivitz Rescue Squad, at $11,554.84 for the year, which is a 15 percent increase over last year.

"I don't think that contract is out of the ball park, considering all the costs they have incurred due to Covid," commented Trustee Stew Swanson, who was participating remotely from home. "The alternative would be scary," he added.

Another trustee commented it is very low, "when you consider what is going on in Wausaukee." Wausaukee is going to an all paid service due to a lack of volunteers, and their assessment to each community rose five-fold over last year.

"We're very fortunate they (the Crivitz Squad) are still able to have enough volunteers to keep the squad staffed 24/7... any community is fortunate if they have a service that can do that," Marilyn Padgett commented after the meeting.

The committee also approved a new 5-year agreement Northeast Wisconsin Joint Municipal Court, which is shared between Crivitz, Coleman, Town and Village of Pound and Town of Grover. Village President Kurt Kostuch said he and Padgett had met several times with people from Coleman to negotiate the new agreement. The court, with Clifford Patz as judge, will continue to have sessions in Coleman, and overall cost to Crivitz taxpayers will go down. Court costs will be increased from $5 per citation to $38, which will be added to penalties as a court cost. Coleman and Crivitz are each to contribute $1,250 for court operations and expenses, and each of the three towns will pay $500 per year. There is a small amount of rent to be paid to Coleman for providing the courtroom. A committee comprised of a representative from each municipality is to meet once each year to set the budget for the next year.

Padgett said with the new agreement, total cost of the court in the Crivitz Village budget will be $5,300 for 2021, compared to the current $13,000.

Kostuch said if there is money left over at the end of the year after court expenses are paid it will be divided among the communities. Padgett noted Village Attorney Richard Boren has already approved the contact.

The Public Works committee approved a request from Crivitz Fire Department for a street use permit for the Christmas Parade on Saturday, Dec. 12. Application from Fire Chief Luke Deschane said the parade will last from 30 minutes to an hour, and the route will be from Wilbert to Henriette to George to Main to Hall Hay and then end at the elementary school. the village is to assist with road blockades from the Department of Public Works and help from the Police Department.

Other items approved for presentation to the board after explanations by Public Works Director Glenn Franzen included tentative raises in the pay scale for several village employee positions, purchase of a trailer for garbage pickup, purchase of new easily sanitized picnic tables and benches for parks in the village with "Routes to Recovery" Grant money, some of which will be provided by the Town of Stephenson. Franzen did not request it, but he too is in line for a raise, the first in over 8 years, according to conversation by committee members.

Those present decided the village hall and the fire station will continue to be closed to the public while the Covid orders are in place, and at the suggestion of Kostuch, an existing ordinance prohibiting firearms in the village hall will be enforced, so future American Legion gun shows will no longer be allowed. The last legion gun show was held at the Peshtigo River Center (the former Peshtigo River Motel) and reportedly went well.

A request from Jenny Petrack to plant a tree and place a plaque at the park in memory of her brother Anthony Nowak was referred to the committee working on the Veterans' Memorial.

A bartender license for Debbie Netupski will also be considered by the full board after tentative committee approval.
